Prime Management Unit, Information Management Section

LOCATION:
3585 Graveley Street, Vancouver

STATUS:
Temporary full-time until approximately March 31, 2026

HOURS OF WORK:
Four-day compressed workweek
Monday to Thursday - 7:00 a.m. to 4:00 p.m.

SALARY:
Pay Grade 22 - $38.75 to $45.62 hourly

Responsible for providing assistance to the PRIME Systems Application Specialist by assisting with the implementation and training of the retention and purge processes, the roll out and training of Digital Evidence Management System (DEMS), and the training of Justice Information (JUSTIN) and management of user profiles.

ESSENTIAL DUTIES

  • Delivers course material to all VPD staff in a classroom setting or individually
  • Develops, modifies, and updates training program and materials, such as lesson plans, instructional guides, handouts, and exercises, and administers tests
  • Liaises with supervisors regarding staff progress and identifies alternative training ideas
  • Conducts orientation training for new employees
  • Analyzes and identifies opportunities for enhanced use of PRIME/Versadex, DEMS, and JUSTIN
  • Provides consultation in the development and implementation of new processes for PRIME/Versadex, DEMS, and JUSTIN
  • Participates in the testing of new versions of DEMS, JUSTIN, PRIME/Versadex Administrative Utility or new applications that will require training
  • Assists with the preparation of printed materials for courses and develops new handouts based upon new versions of software
  • Updates the PRIME, File Retention, JUSTIN website to reflect changes to materials and procedures for file retention, and JUSTIN
  • Schedules VPD staff into upcoming courses as appropriate
  • Assists in identifying training needs through the audit process or other means
  • Ensures technical requirements are reviewed
  • Ensures security settings, application changes and testing are complete for each event type, e.g. General Occurrence, Street Checks, Tickets, CAD Complaints, Flag Records, Property
  • Reviews and audits events that meet the purge requirements and those that do not, updating file retention when necessary
  • Applies VPD File Retention Extension recommendations to purge eligible dataset to safeguard files
  • Creates lists of files for safeguarding
  • Reviews current practice for file management for each section to understand where
  • information is kept outside of PRIME
  • Prepares relevant presentations to VPD Section/SMT explaining process and policies
  • Completes the tasks from retention project plan approved by the Retention Steering
  • Committee
  • Manages PRIME Systems Applications Team (PSAST) workflow and CPIC messages as
  • required
  • Assists ICT with providing purged tombstone data to populate a “dashboard” application
  • Attends meetings as required – Working Group, Steering Committee & Project Team meeting
  • Creates and maintains statistical and narrative reports as required
  • Purge eligible records during scheduled purge days
  • Assist with Digital Evidence Management (DEMS) Administration as required
  • Assist with JUSTIN Administration as required
  • Other related duties and responsibilities as assigned


KNOWLEDGE, SKILLS, AND ABILITIES
Required:

  • Thorough knowledge of PRIME/Versadex Direct Report Entry (DRE), workflow and routing rules, and Uniform Crime Reporting (UCR)
  • Working knowledge of the methods, practices, and procedures used in JUSTIN and DEMS
  • Thorough knowledge of PRIME/Versadex, DEMS, JUSTIN, and IMS policies
  • Advanced skills using MS Word, PowerPoint, MS Outlook, MS Excel (including data manipulation), WebEx, Adobe Acrobat, and SnagIt
  • Excellent public speaking and presentation skills
  • Ability to explain complex processes in straightforward, easily understood terms, suitable for an adult learning environment
  • Ability to establish and maintain effective working relationships in a team environment across the Department
  • Must possess superior skills in writing, technical writing, research, and verbal communication
  • Ability to develop and update in-house training documentation including lesson plans, course material, and instructional guides
  • Excellent customer service and interpersonal skills
  • Ability to work independently and with little supervision
  • Multi-tasking and excellent time management skills
  • Have sound knowledge of the methods, practices, and procedures governing the work performed in IMS
  • Ability to perform lead and support instructor positions
  • Ability to maintain confidential information is a high requirement
  • Ability to make decisions and take initiative when required
  • Willing to travel and instruct at various training locations

Preferred:

  • Working knowledge of rules, regulations, and policies governing file retention and purging


EXPERIENCE

  • Minimum two years working in a police environment
  • Minimum one year of experience with PRIME/Versadex, JUSTIN, or DEMS
  • Previous work-related experience consisting of a combination of training, facilitating courses, and designing lessons


EDUCATION
Required:

  • Grade 12 Preferred:
  • Experience or completed training courses such as City Learn – Training and Deliver Skills (Level 1 & 2), Designing Effective Training programs, or VPD Effective Facilitation Course
  • Adult education diploma
  • BC provincial instructor diploma


OTHER REQUIREMENTS
EXPERIENCE

All employees must maintain their enhanced security clearance while employed with the Vancouver Police Department, which will be renewed every five years.

  • Valid B.C. driver’s licence


SELECTION PROCESS
Short-listed applicants will be required to take a written exam and deliver a brief presentation on a training topic relevant to the position.

This position falls under the jurisdiction of Teamsters Local 31.
