Horizon Contracting Group in Langley, BC, is seeking a Preconstruction Manager to lead its estimating function and pursuit strategy across regions. You will oversee a team of estimators, optimize processes, and collaborate with Business Development and Operations to secure work and grow the pipeline.

The role emphasizes client negotiations, pricing decisions and how to translate opportunities into executable projects, with a backdrop of strong leadership and process improvement.

Qualifications

• 8+ years of progressive construction, estimating, commercial or business development experience.
• Experience leading, coaching and developing people.
• Strong estimating knowledge: scope, pricing, risk and bid strategy.
• Ability to balance opportunity, risk and client needs with operations.
• Experience building or improving estimating systems and processes.
• Sound judgment for go/no-go decisions, negotiations and complex pursuits.
• Strong stakeholder communication across clients, Operations and leadership.

Responsibilities

• Lead Horizon’s estimating function across regions and service lines.
• Lead, coach and develop the Estimating team with clear expectations and feedback.
• Manage estimating capacity, workload and pursuit assignments.
• Build and continuously improve estimating standards, processes, tools and technology.
• Oversee estimate quality, pricing, risk review and bid strategy.
• Partner with Business Development and Operations to manage pipeline.
• Negotiate with clients to achieve sound commercial outcomes and relationships.
• Ensure smooth handoffs from opportunities to Operations.
