Qualifications

  • 5+ years of experience in preconstruction project management for heavy civil or infrastructure projects.
  • Strong understanding of unit pricing, construction sequencing, and scheduling for large-scale civil works.
  • Experience with design-build, P3, or CMAR delivery models.

  • Lead preconstruction efforts for heavy civil infrastructure projects, developing project plans and schedules.
  • Conduct detailed takeoffs and value engineering reviews to maximize efficiency.
  • Manage the full bid process including issuing tender packages and evaluating bids.

  • Act as a liaison for clients and stakeholders during preconstruction.

We’re looking for a Preconstruction Manager to support the planning and delivery of major heavy civil projects from bridges and highways to transit systems and more.

As a key member of the preconstruction and operations team, you’ll bring a trade-driven mindset, collaborate with stakeholders, and help shape winning bids on multi-million to billion-dollar projects.

  • Hybrid - 1-2 / day from home per week once onboarded
  • Compensation - $140,000-$180,000 / year
  • Bonus from 8-15% of base salary
  • 3-4 weeks vacation to start

What You’ll Do :

  • Lead the preconstruction efforts for regional heavy civil infrastructure projects, developing robust project plans, construction schedules, and cost models.
  • Conduct detailed takeoffs, unit cost estimates, and value engineering reviews to maximize scope efficiency.
  • Manage the full bid process : issuing tender packages, coordinating subcontractor engagement, evaluating bids, and negotiating contract terms.
  • Review design documents, specs, and scope to ensure constructability, risk alignment, and client compliance.
  • Act as a liaison for clients and stakeholders during preconstruction, fielding questions, providing updates, and offering cost-saving alternatives.
  • Collaborate with engineers, estimators, planners, and procurement teams to align project goals and budget parameters.
  • Evaluate project risks and opportunities, conducting feasibility assessments and strategic mitigation planning.
  • Champion process improvements, tech adoption, and preconstruction best practices to drive accuracy, efficiency, and competitiveness.

    What You Bring :

  • Degree or diploma in Civil Engineering, Construction Management, or related field.
  • 5+ years of experience in a preconstruction project management in heavy civil or infrastructure projects .
  • Strong understanding of unit pricing, construction sequencing, and scheduling for large-scale civil works.
  • Experience working with design-build, P3, or CMAR delivery models
  • Proficiency with estimating software (e.g., HCSS, HeavyBid, Hard Dollar), project management platforms, and MS Office Suite.
  • Detail-oriented with exceptional analytical and problem-solving skills.
  • Nice-to-Haves :

  • Certifications like PQS, PMP, CET, or GSC
  • Familiarity with sustainability standards in infrastructure and environmental compliance
