Job summary

EBC Inc. in Mississauga, Ontario is seeking a Senior Project Manager for pre-construction and startup leadership.

You will plan, organize, direct and control work across pre-construction and construction sites to ensure designs, permits and packages are completed on time and within budget, while mentoring teams and coordinating with owners and authorities. Qualifications

• Bachelor's degree in construction management or engineering or equivalent.
• 10–15 years’ experience in pre-construction, permitting and construction PM.
• Strong leadership and communication skills with GTA authorities, agencies and consultants.
• Master of MS Office and MS Project software.
• Shows initiative and leadership.
• Strong management, negotiation, communication and problem-solving skills.
• Must be eligible and able to obtain a Federal Security Clearance.

Responsibilities

• Read the technical and administrative specifications of the project and gather information from involved parties.
• Acquire necessary technical and administrative information during submissions.
• Review and enhance design packages, cost, quality and schedule against bid plans.
• Report changes to design, permitting and construction to management and teams.
• Mentor and develop junior staff in project management best practices.
• Lead projects with innovative solutions when traditional methods fall short.
• Obtain licenses and permits for work execution as needed.
• Draft contracts and agreements, and manage subcontractors.

As a Pre-Construction and Start-Up Project Manager you will plan, organize, direct and control the work during pre construction stage and construction sites to ensure that the designs, construction packaging, permitting and utility agreements are completed on time to the satisfactory of the Owner and Authorities having jurisdiction with the On-Site Project teams, within budget and setup, mentor the projects startup , and at the highest level of quality.

Responsibilities

• Read the technical and administrative specifications of the project to be executed;
• Acquire the necessary technical and administrative information from the persons, authorities, agencies, utility partners involved during the submission;
• Obtain, review and enhance design packages and blueprints and specifications for construction with attention to costing, quality and schedule and compare them to bid plans;
• Report on design, permitting and construction changes to management, project team and other professionals;
• Mentor and develop junior staff members, providing guidance on project management best practices and career growth;
• Lead projects in uncharted territory, developing innovative solutions when traditional approaches may not be sufficient;
• Obtain licenses and permits as needed for the execution of the work;
• Draft contracts and agreements, negotiate terms and award them to subcontractors;
• Establish the schedule (dates, main stages of design, permitting during pre construction and develop construction, constraints, methodology) and or the critical path of the project and monitor it weekly;
• Inform and work with the superintendent on the logistics, quality and schedule of the project and discuss with him and the director and vice president of the proposed methods;
• Place orders for critical materials, negotiate prices and prepare contract documents, in collaboration with the construction manager, for subcontractors;
• Coordinate and participate in various meetings;
• Establish and maintain a professional and continuous positive rapport with the client, etc.

Requirements

• Bachelor's degree in a relevant field like construction management or engineering or equivalent,
  
• Relevant 10 to 15 years’ experience in pre construction, permitting and construction project management;
  
• Strong leadership and communication skills and heavy experience with local GTA authorities, agencies and consultants;
  
• Master of MS Office and MS Project software;
  
• Shows initiative and leadership;
  
• Strong management, negotiation, communication and problem-solving skills;
  
• Must be eligible and able to obtain a Federal Security Clearance.
  

Desired Profile

• In depth experience and knowledge in dealing with municipalities planning and building departments, especially Toronto and the surrounding GTHA;
  
• In depth experience in dealing with various utility agencies service agreements for both permanent and temporary works;
  
• In depth experience in managing the design process.

I n accordance with applicable pay transparency legislation, EBC Inc. has included the expected salary range for this role, which is $125,000–$175,000.Compensation within the range is determined based on relevant experience, qualifications, localization, and internal equity. Base salary is one component of EBC’s comprehensive total rewards offering, which may include performance-based incentives, extended health and wellness benefits, retirement savings programs, and career development opportunities.
