Job summary

The British Columbia College of Nurses & Midwives (BCCNM) seeks a Policy Analyst to conduct policy research, synthesize evidence, and support regulatory standards. The role partners with internal teams and external audiences to develop briefing materials and recommendations that inform decision-making.

Qualifications

• Master’s degree in a health-related field or equivalent nursing/midwifery education with experience.
• 5–7 years of related healthcare experience with broad knowledge of health systems.
• Knowledge of research methodologies, policy processes, and qualitative/quantitative data reporting.
• Demonstrated ability to provide evidence-informed recommendations and manage complex projects.
• Excellent written and verbal communication and strong interpersonal skills.
• Proficiency in Microsoft Office; Excel experience is expected.

The expected starting base salary for this position is $111,320 – $116,886 annually, depending on a variety of factors including qualifications and experience. Once hired, you will progress through a wider salary range over time as you continue to develop job knowledge, skills and competencies for the role.

What you’ll be doing

Under the direction of the Director, Standards Support, the Policy Analyst conducts policy research, analysis, evidence synthesis, and knowledge translation activities to support nursing and midwifery regulation. The role gathers, analyzes, and synthesizes information from consultations, literature reviews, environmental and jurisdictional scans, program evaluation activities, historical inquiry data and other sources to identify trends, emerging issues, and opportunities for Standards Support.

The position develops evidence-informed reports, briefing materials, key messages, and recommendations that support the effective interpretation, application, and continuous improvement of BCCNM Standards Support services. The role contributes expertise in policy research methodologies, partner engagement, program evaluation, and regulatory trend analysis to support organizational decision-making and continuous improvement.

Key responsibilities include:

1. In consultation with the Director, Standards Support, the Standards Support team, BCCNM staff and external audiences, plans, develops and implements research and evidence-gathering strategies to support policy analysis and Standards Support initiatives. Uses research knowledge to assess, analyze, and synthesize evidence and practice trends to inform recommendations related to Standards Support activities and policy approaches.
2. Uses a variety of primary and secondary research methodologies (environmental scans, literature reviews, surveys, focus groups, jurisdictional scans, interviews, document analysis, etc.) to gather and synthesize evidence that supports standards consultations, resource development and analysis of emerging practice issue.
3. Synthesizes evidence on relevant practice, regulatory and health-system topics. Develops background papers, briefing materials, key messages, and research reports to support knowledge translation and standards support activities.
4. Reviews and synthesizes information from consultation requests, historical consultation records, resource evaluation data, feedback, and other sources to identify recurring themes, emerging practice issues, knowledge gaps, and opportunities for standards clarification, resource development or referral for policy update or development consideration.
5. Develops, implements, and evaluates the administrative and program-related processes related to policy research and analysis, ensuring confidentiality, consent, security of information, etc. are aligned to organizational policy and regulatory requirements.
6. In collaboration with the Director, Standards Support and other BCCNM staff, coordinates and manages Standards Support survey processes, including questionnaire development and revision, managing feedback, data analysis and results reporting.
7. Leads and supports assigned projects, applying project management approaches to achieve project and program objectives.
8. In consultation with the Director, Standards Support and in collaboration with BCCNM staff, develops, updates, and modifies documents and resources related to BCCNM Standards Support ensuring consistency and compatibility with BCCNM’s mandate.
9. Ensures policy research and analysis processes are evidence-informed, effective and reflect leading practices and BCCNM’s regulatory philosophy.
10. Compiles, analyzes, synthesizes, and manages qualitative and quantitative research data. Applies knowledge translation and adult learning principles when preparing reports and presenting findings to internal and external audiences.
11. Demonstrates a commitment to ongoing learning related to Indigenous cultural safety and humility and supporting organizational actions towards addressing indigenous-specific racism in BC’s health care system.

Your education & skills

• Master’s degree in a health-related field, or bachelor’s degree plus specialized nursing or midwifery education combined with additional education and experience.
• 5 to 7 years of related work or healthcare experience with a broad knowledge of health systems.
• Knowledge and experience with application of research methodologies, the policy process, knowledge translation practices and qualitative and quantitative data collection, analysis, and reporting.
• Demonstrated experience analyzing complex information and providing well-reasoned, evidence-informed recommendations to support decision-making.
• Demonstrated leadership and facilitation skills.
• Excellent communication skills, both oral and written. Demonstrated strength in interpersonal skills.
• Proven time management, organization and coordination skills including the ability to prioritize and organize work with a strong attention to detail.
• Demonstrated ability to work independently, exercise sound judgement, and manage competing priorities.
• Working level knowledge with Microsoft Office Suite, including but not limited to Excel, Word, Outlook, and PowerPoint.
• Experience leading multiple complex, multi-stage projects and applying project management approaches to successfully deliver project and program outcomes on time and in alignment with organizational objectives.
• Knowledge and experience in the application of regulatory practices, legislation related to regulation and nursing practice, and professional and practice standards an asset.
• If a midwife, must hold practicing or non-practicing licensure in good standing with BCCNM. If a nurse, must hold practicing licensure in good standing with BCCNM.
• Knowledge of Canadian colonial impacts on Indigenous people in social and health contexts, including social, economic, political, and historical realities impacting Indigenous communities and knowledge of Indigenous-specific anti-racism and accompanying reports (e.g. The Truth & Reconciliation Commission’s 94 Calls to Action (2015), the In Plain Sight Report (2020), and Reclaiming Power and Place’s Calls for Justice (2019)) is an asset.
• Demonstrated understanding of equity, diversity, inclusion, and cultural humility as they apply to health care is an asset.
