ACCOUNTABLE TO: Director, Planning and Priorities
Brief Overview
Reporting to the Director of Planning and Priorities, the Policy Analyst, Governance plays a key role in supporting the statutory functions of the MN–S Cabinet and Legislative Services. This position ensures the effective and efficient delivery of processes related to the Provincial Métis Council (PMC), Métis Nation Legislative Assemblies (MNLA), and the Annual General Assembly (GA). This includes overseeing the functioning of the MNLA and PMC, coordinating and quality-checking materials, and ensuring compliance with MN–S legislation, laws, and policies. This role requires a strategic thinker who can analyze governance systems, anticipate challenges, and develop solutions that support informed and responsible decision-making.
Key Responsibilities
Legislative Services
- Review and refine legislation, resolutions, and proposals to ensure legal and policy compliance
- Develop and maintain systems, procedures, and policies for the PMC, MNLA, GA, and related committees
- Organize and support meetings, including facilitation of committee sessions
- Track decisions and action items, ensuring timely follow-up and compliance
- Provide impartial, expert advice to elected officials and departments
- Promote continuous improvement in democratic processes and training for elected officials
- Oversee implementation of resolutions passed by governing bodies
Support for Locals
- Develop templates, systems, and processes to support Local governance
- Monitor compliance and prepare confidential reports on Local operations
- Ensure governance resources are cost-effective and meet Local needs
Records and Information Management
- Maintain best practices for meeting administration and records management
- Build and manage databases for legislation, resolutions, and briefing materials
- Track and respond to requests from elected officials
- Safeguard confidential records, particularly from closed sessions
Communication and Coordination
- Support timely responses to inquiries from citizens and agencies
- Foster effective internal communication across departments
- Keep senior leadership informed of legislative and compliance matters
- Ensure accurate and timely information is available for decision-making
Administration and Operations
- Uphold MN–S values, policies, and standards in all work
- Coordinate consultants and contractors to ensure value for money
- Perform administrative duties and participate in meetings as required
- Maintain a respectful, inclusive, and confidential work environment
- Participate in supervision and contribute to organizational goals
Financial and Planning Support
- Assist with departmental planning, budgeting, and reporting
- Coordinate with Finance on compliance and financial updates
Health and Safety
- Follow and promote health and safety policies
- Report concerns and take precautions to ensure a safe workplace
- Perform other duties as assigned
Knowledge And Skills
- Strong understanding of legislation and procedures for assemblies and council meetings.
- Ability to research, interpret, and communicate legal and administrative matters.
- Knowledge of Métis Nation history, political context, and legal framework.
- Familiarity with Indigenous governance models, funding programs, and current issues.
- Experience with meeting coordination, policy development, and records management.
- Ability to interpret and apply government legislation.
- Demonstrated leadership and ability to meet deadlines in a fast-paced environment.
- High level of political acuity, discretion, and interpersonal skills.
- Excellent analytical, organizational, and communication skills.
- Strong time management and multitasking abilities.
- Proficiency in Microsoft Office, database systems, and virtual meeting platforms.
- Willingness to travel occasionally.
Qualifications
- Master’s degree in Political Science, Public Administration, Law, or a related field preferred
- Minimum of 5 years of relevant experience, including supervisory experience in Indigenous governance or administration
- An equivalent combination of education and experience may be considered
Additional Requirements
- A valid Saskatchewan driver’s license and/or access to reliable transportation to our downtown location would be required.
- Must be eligible to serve as a Commissioner for Oaths if required
