About The Team

The Personal Tax team covers a broad range of policies important across the population. We handle income tax, National Insurance contributions (NICs), the apprenticeship levy, inheritance tax, and other aspects of the personal tax system, including long-term strategy and coordination with other tax and welfare areas.

About The Role

Effective policy making involves understanding change needs, solving problems, and supporting Ministers to implement solutions. The role includes developing policies, working with stakeholders, and delivering on plans.

Key Responsibilities
  1. Draft advice for HM Treasury ministers and senior civil servants on issues like compensation payment tax treatment and social security payments, collaborating across departments to develop policy rationale and legislation.
  2. Develop policy options for reform aligned with ministerial priorities and coordinate family taxation issues.
  3. Advance policy development in trading income, addressing long-term challenges, including leading a HMRC/HMT working group on Ecosystem Service Markets.
  4. Build relationships with HMRC and external partners to understand their views and inform reforms.
  5. Contribute to corporate objectives to make Personal Tax and HM Treasury a great place to work.
