Job description

THE OPPORTUNITY

The Plumber Gasfitter will perform various duties in the area of plumbing and gas fitting including preventative maintenance and service/repair on mechanical systems and components in City facilities. The incumbent is responsible for alteration and installation of plumbing systems, in compliance with current codes including the National Plumbing Code and Canadian Standards Association, as well as corporate and provincially legislated Occupational Health and Safety regulations, policies and codes of practice. This position reports to the Manager of Facility Operations, however, receives daily oversight and assignments from the Foreman of Facilities Operations.

This is a permanent full-time position. This position is part of the International Union of Operating Engineers (IUOE).

The salary for this position is:
Probationary Rate: $40.86
Qualified Rate: $43.88

RESPONSIBILITIES

1. Facility Maintenance Service and Repair
• Directs and participates in the construction, maintenance and repair of municipal facilities and structures.
• Plans, and coordinates plumbing and mechanical work to be performed, equipment to be used and manpower requirements.
• Reads plans, blueprints and/or as-builts and, in consultation with the Manager of Facilities/Foreman of Facilities Operations, calculates equipment, material and manpower requirements.
• Orders, requisitions and arranges for necessary plumbing and mechanical supplies, equipment, tools, materials and manpower for routine and preventative maintenance work.
• Operates various trucks and vans requiring a class 5 drivers license, hand and power tools, compressors and various sundry equipment.
• Identifies and brings forward opportunities and initiatives for continuous improvement to operations.
• Ensures that proper safety procedures and requirements are adhered to during plumbing and mechanical projects and participates in regular safety activities such as tailgate meetings, work site inspections, and investigation of all incidents.
• Attends to complaints and inquiries from user groups and the general public in person, by telephone and by email as assigned by the Manager or the Foreman.
• Maintains, repairs, upgrades or installs plumbing, gasfitting and mechanical equipment or systems in accordance with current codes including the National Plumbing Code and Canadian Standards Association, and City standards. Work is subject to inspection by a Safety Codes Officer.
• In consultation with the Manager or the Foreman, recommends the replacement or repair of plumbing, gasfitting and mechanical systems or components.
• Required to rotate through the standby roster, responding to any facility related emergency call backs as requested by the Manager or the Foreman.
• Performs inspections and forwards to the Manager or the Foreman a variety of written records in accordance with legislated and procedural requirements.
• Prepares estimates, invoices and written reports.
• In consultation with the Manager or the Foreman, purchases plumbing, gasfitting and mechanical tools and materials required for the job and retains service contractors.
• Ensures compliance with legislation, Municipal Bylaws and City of Spruce Grove's policies and procedures.
• Installs components, repair/replacement kits on plumbing fixtures and trim.
• Cleans, adjusts, tests and repairs gas fired heating appliances (natural and propane gas).
• Installs, alters/modifies drainage waste and vent systems.
• Installs, tests and repairs cross-connection control devices.
• Repairs and performs preventative maintenance duties to pool filtration systems.
• Repairs, adjusts and winterizes irrigation systems.
• Installs, tests, and maintains gas (propane and natural) piping, valves, regulators, supports and hangers.
• Reports on a daily basis the status of work progress and condition of equipment/systems.
• Records work in work order system.
2. Other Duties
• Understand and adhere to City policies, procedures and standards, whether written or implied, as amended from time to time.
• Contribute to a positive safety culture by always acting in a safe manner and complying with City safety policies and procedures for staff and contractors.
• Act as a steward of the City's Corporate Culture by following the “Values, We Live By”.
• All employees shall act in a safe manner at all times and will report any unsafe conditions, procedures or acts for the benefit of the City. Continual adherence to the City Safety Policy is mandatory.
• Employee are expected to stay current on WHMIS and other safety-related procedures.
• Perform other job-related duties.

QUALIFICATIONS

REQUIRED QUALIFICATIONS:
• Valid Journeyman Plumber Certificate in the Province of Alberta.
• Valid Journeyman Gasfitter A Certificate in the Province of Alberta.
• A minimum of 3 years recent directly related facility plumbing and gas maintenance experience.
• Basic to intermediate office computer skills.
• Good knowledge of building maintenance procedures, construction methods, and regulatory codes in the Plumbing/Gasfitting trade.
• Good knowledge of occupational hazards and safety precautions of the trade and ability to work safely with a variety of power tools.
• Ability to read/interpret blueprints, layout, quantity take offs for ordering of the required materials.
• Ability to troubleshoot and diagnose equipment failures.
• Physical strength and agility sufficient to perform the work of this position.

ASSET QUALIFICATIONS:
• A Cross Connection Certificate.
• Other trade qualifications.
• HVAC Controls Training.
• Municipal Work Experience.

CONDITIONS OF EMPLOYMENT

CONDITIONS OF EMPLOYMENT:
• Class 5 Driver’s License.
• Must obtain a satisfactory review of a three-year Driver’s Abstract, with a maximum of six demerits.
• Criminal Record Check Clearance.
• Proof of all required certificates.
• Enhanced Reliability Security Clearance (to be acquired post-hire).

WORKING ENVIRONMENT:
• Monday to Friday.
• General Hours of Work: Monday to Friday, 8:30am to 4:30pm.
• This position will be part of an on-call/standby rotation dealing with all facilities related tasks.
• Alternate Hours of Work may be required.
• Overtime may be required.
• Travel may be required.
• Noise Exposure - may be exposed to noise over 85 decimals.

PHYSICAL REQUIREMENTS:
• Sitting, standing, walking, climbing, stairs, kneeling, manual dexterity, visual acuity/color vision.
• Climbing ladders, balancing, crawling, crouching, depth perception/night, lifting, pushing, reaching (both arms), use of feet (for control), pulling, outside work.
• Lifting to 20kg (44lbs).

IMPACT AND MAGNITUDE OF JOB (SCOPE):
• This position has no direct reports.
• This position does not manage a budget.
• This position is operational in nature in that it provides support and administration of a program across departments.
