Main Purpose and Function

The Planning Analyst works as part of the Housing Policy and Regulation team in Planning, Urban Design and Sustainability, and is primarily responsible for the implementation of the City’s Tenant Relocation and Protection Policy and also supports the work of delivering social, supportive and non-market and rental housing, and in protecting and renewing and expanding low-income housing stock for precariously housing Vancouverites, as outlined in the Housing Vancouver Strategy. The work is complex technical planning work and the incumbent performs tasks such asstatistical surveys and analyses of regulatory redevelopment project data, design and production of standardized materials required to implement housing policies, communication with applicants, tenants and the general public about housing policies and related graphical presentation work both internally and externally. The incumbent works both independently and as part of the Housing Regulation team.

Specific Duties and Responsibilities

• This position is responsible for providing a range of professional and technical services to support the work of the Housing Regulation team, with a focus on policies and programs that support renters.
• Leads the implementation of the City's Tenant Relocation and Protection Policy’s throughenquiry, rezoning and development permit processes up to and including Occupancy Permitting
• Leads meetings with applicants and/or tenants to provide advice and direction on policy implementation questions
• Creation of standardized informational and graphic materials to support a clear and concise implementation of the Tenant Relocation and Protection Policy’s across the city.
• Carries out special research tasks related to housing and tenant protection policies
• Compile, analyze, and interpret data related to housing and tenants; identify data trends and present findings in accessible formats
• Responding to inquiries from the public or other departments in person and through email
• Accompanies senior staff to deliver presentations on the details of the Tenant Relocation and Protection Policy’s and to be a subject matter expert both internally and externally.
• Liaises with a variety of internal and external partners to deliver the City’s housing objectives with a particular focus on the Tenant Relocation and Protection Policy.
  

Qualifications
Education and Experience:

• University graduation and some professional experience in a field related to urban planning; or university graduation, a post-graduate degree or other recognized diploma in urban planning and no experience.

Knowledge, Skills and Abilities:

• Considerable knowledge of urban planning and regulatory approvals processes
• Familiarity with the fundamentals of the City’s housing policy, land use, area planning and sustainability policies and regulations
• Considerable knowledge of the city’s Tenant Relocation and Protections Policies as well as the Provincial Residential Tenancy Act
• Ability to establish and maintain cooperative working relationships with the public including with renters and community members who may be precariously housed or may face challenging circumstances such as experiencing homelessness
• Significant experience developing and collecting, analyzing and managing a variety of data sources
• Excellent verbal and written communication skills, including the ability to translate complex concepts into accurate, easily readable formats
• Strong research, analysis, and problem solving skills with the ability to work with complex data sets and generate actionable insights
• Ability to collaboratively work with other employees, officials and the public (including the development industry), and complete assignments using sound professional techniques and judgment
• Ability to juggle priorities competing priorities and meet prescribed deadlines
• May supervise and/or assign work to a subordinate
• Excellent knowledge in Microsoft Office (Word, Excel and PowerPoint) and Adobe Creative suite (Illustrator, InDesign, and Photoshop) is desired.
• Familiarity with GIS mapping software, such as MapInfo or ArcView would be an asset

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work a hybrid work week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.
