Job Summary

We’re seeking a passionate Planner II who is eager to contribute to shaping the future of TWN. As a proactive planner, you’ll oversee a variety of projects, including managing and processing moderate to complex master planned development applications and coordinating the delivery of TWN led projects, like public parks, through the planning approval process.

Your expertise in navigating the planning approval process including drafting land use plans and zoning, review of development permit submission, and contributing to urban design guidelines will be invaluable. Additionally, you can develop project budgets, effectively create work plans and engage with diverse stakeholders to meet project timelines.

Success in this role will depend on your problem-solving skills and curiosity, enabling you to navigate a wide range of ideas and untangle planning issues effectively. While the role primarily involves managing development applications and capital projects. However, workload assignments will be based on both your skill-set and departmental needs, which may include development of policy, plans, and laws related to land use management.

Duties And Responsibilities

  • Administer and implement the Development Approval Process, including processing and managing a variety of development applications including Land Use, Zoning, and Development Permits.
  • Manage the delivery of TWN led-projects, including developing work plans and budgets, identifying and mitigating potential risks, procurement of consultants, review of feasibility studies and plans, stakeholder engagement, and obtaining necessary approvals.
  • Research and analyze various types of qualitative and quantitative data, including feasibility reports, financial reports, engagement and other related activities.
  • Apply for external funding, including developing work plans and budgets, executing the project, monitoring the budget and preparing report-backs to funder.
  • Effectively collaborate with TWN staff, developers, government representatives, surveyors, civil engineers, lawyers, and other professionals.
  • Design community engagement plans, coordinate, facilitate meetings and workshops, develop surveys and other engagement tools for different stakeholders (community members, non-community members, clients, departments etc).
  • Manage budgets, work plans and community engagement plans to ensure projects are holistically planned and meet timelines.
  • Prepare presentations, briefing notes, and reports, for council.
  • Lead the development of a variety of planning policies and laws related to the regulation of land use, including, zoning, subdivision, development permits, and other legislative tools.
  • Knowledge of Pubic Private Partnerships an asset.
  • Knowledge of landscaping an asset.
  • Participate as a member of the Public Works Department team.
  • Perform other duties as required.

Qualifications

  • Bachelor’s Degree in Urban & Community Planning, Land Management, or Real Estate Development from a recognized institution, or a relevant undergraduate degree. Master’s degree preferred.
  • Three (3) years of experience in one or more of the following: development approval process, (land use planning, zoning), development management.
  • Proficient in project management methodologies, the candidate should be capable of effectively planning, organizing, and overseeing projects from conception to completion, ensuring adherence to timelines, budgets, and quality standards.
  • Strong verbal and written communication skills, adept at conveying complex, technical information clearly to diverse stakeholders, including members, council, staff and consultants.
  • Exceptional interpersonal skills, fostering positive relationships with colleagues, stakeholders, and community members to facilitate collaboration and drive project success.
  • Experience and proficient in the development approval processes including Zoning, Development Permits, Building Permits, Subdivision, Temporary Use Permits.
  • Knowledge of policy development, planning, administration and procedures.
  • Valid BC Driver’s License.
  • Must be willing to participate in job-related workshops, training, seminars and conferences to upgrade skills and training as required.
  • Previous experience working within a First Nation community is preferred.
  • Must successfully pass a Criminal Record Check.

Supervisory Responsibilities

  • Supporting junior positions and managing consultants, necessitating effective leadership and delegation skills for task execution, professional growth, and team cohesion.

Knowledge, Skills, & Abilities

  • Knowledge of Tsleil-Waututh Nation culture and traditional territory is an asset.
  • Ability to collect, analyze and interpret data, read plans, and submit conclusions and recommendations in concise written and verbal reports, and presentations,
  • Ability to establish and maintain effective working relationships with internal and external contacts and to communicate tactfully and effectively, both verbally and in writing.
  • Thorough working knowledge of Microsoft Office programs, Microsoft Team, ClickUp, with a familiarity of social media, graphic design software, and GIS an asset.
  • Must be able to maintain strict confidentiality.
  • Knowledge and understanding of relevant provincial, federal and municipal jurisdiction and legislation, and familiarity with Indigenous Services Canada, the Indian Act, and the First Nations Land Management Act.
