This is an exciting opportunity to join Kandor’s People and Culture team, supporting labor relations and our People and Culture programs.

About the Role :

As the People and Culture Manager, you will be a key partner to departmental leaders across the organization. You will play a vital role in employee relations, labour relations, and shaping the overall employee experience. This role is responsible for driving excellence in people and culture programs while supporting the company’s ongoing growth. The People and Culture Manager reports to the EVP, People and Culture.

Key Responsibilities :

Labour Relations (Union-Focused)

  • Act as the primary liaison with union representatives, maintaining open communication and a respectful, collaborative approach.
  • Lead all aspects of collective bargaining : strategy development, negotiations, and post-agreement implementation.
  • Provide expert advice to leaders on interpreting and applying collective agreements and labour law.
  • Manage grievances, arbitrations, and labour disputes in partnership with legal counsel and leadership.
  • Monitor and assess labour relations trends and legislative changes to mitigate organizational risk.

Employee Relations (Non-Union)

  • Handle employee relations matters including conflict resolution, performance management, accommodations, and workplace investigations.
  • Ensure fair and consistent application of policies and procedures.
  • Partner with leadership to address workplace issues in a timely, confidential, and strategic manner.
  • Support a healthy workplace culture grounded in respect, equity, and accountability.
  • Recruitment & Talent Management

  • Oversee the full-cycle recruitment process for key roles, including job postings, screening, interviews, and selection.
  • Partner with hiring managers to understand staffing needs, build pipelines, and ensure effective hiring practices.
  • Contribute to employer branding and candidate experience initiatives to attract top talent.
  • Support onboarding and orientation programs to ensure a smooth and engaging transition for new hires.
  • Collaborate on workforce planning, succession planning, and talent development strategies aligned with organizational goals.
  • Talent Management

  • Strategizing and executing succession and development plans for operational leaders.
  • Strategizing and executing on P&C projects shared within the department.
  • Coaching & Culture

  • Coach managers on HR best practices, labour / employee relations, and leadership skills.
  • Lead or support training programs on respectful workplace, performance management, and policy awareness.
  • Enhancing our culture to attract and retain top talent.
  • Support diversity, equity, and inclusion initiatives across the organization.
  • Qualifications

  • Bachelor’s degree in Human Resources, Business, or related field.
  • 5+ years of progressive HR experience with demonstrated expertise in unionized and non-unionized environments.
  • Experience with collective bargaining and handling complex workplace investigations.
  • Experience with a labor force and labor regulations in B.C, A.B, and ONT.
  • Solid understanding of talent acquisition and workforce planning.
  • Strong communication, interpersonal, and relationship-building skills.
  • Ability to manage sensitive situations with professionalism, discretion, and confidence.
  • Ability to work in person at the Burnaby office and flexibility to travel to sites within British Columbia and Canada.
  • Based on the level of experience in labor relations and in the human resources field, there is flexibility on the job title and position of up to Director & VP level.
