Job description

Position:People and Culture Business Partner

Department:People, Culture, & Safety

Reports to: Head of People, Culture & Safety

Work Type:Hybrid (3 days in office)

Who we are

Founded in 1982 with two small seaplanes, Harbour Air is North America's largest seaplane airline. What started as a service for BC's forestry industry has grown into a quintessential West Coast experience — a fleet of more than 40 aircraft, up to 200 scheduled flights a day, scenic tours, adventure packages, private flights, and aircraft maintenance. Harbour Air is owned by Birch Hill Equity Partners.

On September 15, 2026, Harbour Air announced an agreement to acquire Pacific Coastal Airlines, forming a new regional airline group serving communities across Western Canada; the deal is subject to regulatory approval.

About the role

We are looking for a Senior HR Business Partner to work closely with leaders across Harbour Air, providing thoughtful, practical and strategic people advice that supports both our business and our people.

This is a true business partnership role. You’ll work alongside leaders to understand their business, help them navigate complex people matters and build strong teams and leaders — while also contributing to broader People & Culture priorities.

With Harbour Air entering an exciting period of change, this role will also provide HR partnership and support across organizational change and integration activities.

Key Responsibilities
  • Act as a trusted strategic HR partner to leaders across assigned business areas.
  • Provide advice and coaching on employee relations, performance, organizational effectiveness, workforce planning and talent.
  • Partner with leaders on organizational design, team effectiveness and change initiatives.
  • Support leaders in building strong, accountable and engaged teams.
  • Identify people trends, risks and opportunities and develop practical solutions.
  • Partner with leaders on talent planning, succession and leadership development.
  • Support compensation, job changes and workforce planning in partnership with the broader People team.
  • Provide HR support for organizational change and integration initiatives.
  • Ensure people practices are consistent, thoughtful and aligned with Harbour Air's values, policies and employment requirements.
  • Work closely with specialists across People, Culture & Safety to deliver integrated solutions.
  • Contribute to broader People & Culture programs and initiatives.
What You Bring
  • Degree is Human Resource Management, Business Management, or related field.
  • 7+ years of progressive HR experience, with significant HRBP experience.
  • Strong business acumen and experience partnering with senior leaders.
  • Excellent judgment and confidence navigating complex employee and organizational matters.
  • Strong employee relations and coaching experience.
  • Experience with organizational design, workforce planning, talent and change.
  • Excellent communication and relationship-building skills.
  • Ability to balance strategic thinking with practical, hands-on support.
  • A collaborative, grounded approach and genuine interest in helping leaders and teams succeed.
  • Experience in a complex, operational or unionized environment would be an asset.
ABOUT HARBOUR AIR GROUP
  • Launched in 1982, Harbour Air is North America's largest seaplane airline. With around 500 employees, it flies more than half a million passengers annually both within BC and to/from Seattle, USA.
  • Our people are the backbone of our organization, and we are committed to creating a culture that inspires one another to achieve extraordinary success. We have regularly been honored as the recipient of numerous awards including BC's Top 55 Employers, and Canada's Most Admired Corporate Cultures.
DEADLINE: November 5, 2026
  • We thank all applicants for their interest; however, due to the high volume of applications we receive, only those candidates selected for interviews will be contacted.
