Payroll Officer

Reporting to the Supervisor, Payroll Services, the Payroll Officer is responsible for the accurate, complete, and timely production of employee pay in compliance with all related legislation, associated regulations and guidelines, collective agreements and employment contract obligations; the implementation and maintenance of the Regionspayroll policies, processes and services; and the direct support and supervision of a team.

The incumbent will:

  • Provide day-to-day support, guidance, supervision, training, and performance evaluation to payroll staff
  • Plan and prioritize workloads to optimize the performance of the team
  • Co-ordinate pre-production activities of Payroll Analysts, Departmental Timekeepers and Approvers ensuring that pay is correctly produced for all eligible employees
  • Oversee and be responsible for the processing of pay and work with Analysts to audit all information that has been entered to ensure accuracy in the production of pay
  • Maintain information in the Time & Labour Module of the Payroll system ensuring correct data has been entered and following up to resolve exceptions
  • Ensure all government filings, remittances related to payroll, and any other deductions are completed accurately and timely, i.e., Garnishments, Union Dues, etc.
  • Audit all payroll processes, including retroactive payments, retiring allowances, remittance calculations and payouts to ensure accuracy and adherence to applicable legislative requirements, departmental policies and procedures and collective agreements
  • Track, communicate and resolve any errors in payroll processing and follow up to ensure continued service improvement
  • Assist Payroll Supervisor in completing the year-end deliverables and internal/external audit
  • Keep abreast of legislative changes and enacting changes where required
  • Identify, develop, test, and implement changes to payroll system and business process
  • Perform various analysis, reconciliations and prepare reports and forecasts
  • Update procedures, manuals, templates and ensure compliance
  • Other related duties as assigned

The successful candidate will possess:

  • A diploma in accounting or a related discipline
  • Payroll Leadership Professional (PLP) designation with the National Payroll Institute
  • Extensive payroll experience
  • Supervisory/management experience, preferably in a unionized public sector environment
  • Knowledge of Legislation and Regulations pertaining to Payroll: Ontario Employment Standards Act, Canada Pension Plan Act, Employment Insurance Act, Income Tax Act, Income Tax Regulations, Pension Act, Insurable Earnings and collection of premiums regulations, Family Orders and Agreements Enforcement Assistance Act, Family Responsibility and Support Arrears Enforcement Act, Wages Act (Ontario), privacy legislation, etc.
  • Strong analytical and problem-solving skills, coupled with a high level of accuracy and attention to detail
  • Coaching and leadership skills
  • Superior interpersonal, communication and customer service skills
  • Proficiency in computer software applications such as Excel and other Microsoft Office software
  • Demonstrated ability to deal with confidential matters using tact and discretion
  • Proficiency with PeopleSoft HCM Payroll and Time & Labour and WorkForce application is an asset

Management & Exempt Salary Grade 4

  • Salary: $87,114 to $108,893 per annum

Conditions of Employment

Prior to the start date, the successful candidate will be required to provide a satisfactory Criminal Record and Judicial Matters Check dated within two (2) months from date of hire. Proof of education, qualifications and any other job bona fide requirements will also be collected.
