What can I expect to do in this role?

You will ensure accurate and timely processing of payroll activities while ensuring the Service is in compliance with the Canada Revenue Agency (CRA), various collective agreements, and other governing agencies. You will be a key team player in administration and processing of payroll in the payroll department. Furthermore, you will have the ability to provide excellent customer service and act as an information resource to all Toronto Police Service members.

Duties and Responsibilities:

As a Payroll Coordinator, you will:

  • Open pay lines, load timesheet and special pay into HRMS, run queries and reports, analyze, audit, and resolve errors and discrepancies, confirm payroll accuracy and cycle completion.
  • Receives, verifies, inputs and updates employee payroll and benefits data from date of hire to date of separation. Determines all payments owed to members upon termination of their service.
  • Conducts extensive research, analysis and audits to resolve payroll issues pertaining to active and retiree payroll matters and notify applicable parties if required.
  • Perform complex manual retroactive and overpayment calculations to resolve payroll discrepancies and respond to member’s/TPA’s inquiries in a timely manner.
  • Liase with various internal stakeholders to gather relevant pay related data for consideration by providing professional and prompt resolution, exhibits high levels of tact and sensitivity when responding/communicating with members and ensuring compliance. (Benefits, Employee Services Administration, Wellness, HRIS, Labor relations, Toronto Police Association and other TPS units and members, CRA, City of Toronto, Family Responsibility Office, law firms and Credit Union).
  • Analyzes and verifies payroll, benefits and attendance reports on full and part-time employees. Ensuring that members are credited for hours worked and makes adjustments where required. Calculates and processes payroll, benefit and pension adjustments, including all applicable deductions. Generates and sorts paycheques.
  • Verifies all payroll and benefit data relating to Short- term and Long-Term Disability, Leaves of Absences and Wage Garnishees in accordance with Service guidelines and prevailing government legislation.
  • Keeps current on government rules and regulations on payroll source deductions and remittances, taxable benefits, workers compensation and employment standards related to compensation. Provides expertise and rolls out relevant education on process and legislative updates and changes.. Provides technical support and advice to service members regarding HRMS, TRMS database and associated modules. Assists in the testing and implementation of system upgrades and enhancements. Recognize opportunities and make recommendations of changes; Assist in system development and maintenance, improvements of procedures; Participates in ad-hoc projects when needed.
  • Assist with year-end evaluation of employee data to generate and process statutory government filing of T4s and T4As according to government regulations and deadlines.
  • Set up garnishment deductions upon receiving notices and support orders, prepare responses as required. Prepare remittances to government institutions on a timely basis, generate and submit reports for Finance and the City of Toronto as required
  • Assist with year-end evaluation of employee data to generate and process statutory government filing of T4s and T4As according to government regulations and deadlines. Assist with investigating and analyzing discrepancies and errors to ensure accuracy.
  • Performs typical duties inherent to the position (i.e. assist in the training of new personnel). Other duties as assigned from time to time.

Education/Experience:

  • Post-secondary degree/diploma in Business, Accounting or related field
  • Three (3) years of experience within a computerized Payroll and Time and attendance system environment, preferably Peoplesoft, or an equivalent combination of education, training and experience required.
  • Payroll Compliance Practitioner (PCP) certification would be considered an asset

Skills/Competencies:

  • Must have good working knowledge of the Income Tax Act, pay calculations and the application of source deductions, and current payroll best practices.
  • Proficient in Microsoft Office suit products. (Word, Excel, etc.)
  • Possess a detail oriented and precision focused skillset
  • Possess excellent analytical, verbal and written communications skills and the ability to meet deadlines required.
  • Ability to work effectively both independently and as part of a team with minimal supervision.
  • Ability to make decisions and exercise sound judgement, discretion, initiative, tact, and a high degree of confidentiality
  • Excellent interpersonal skills, with the ability to deal with Service members and external individuals and agencies, in an efficient, professional manner.
