Main Purpose and Function

This position performs moderately complex payroll processing via SAP ERP payroll integrated system. The incumbent is responsible for receiving, reviewing and processing employee payroll related transactions. The work involves maintaining records, inputting information into the SAP system, generating payroll transaction results and reports, validating the data and results, correcting any errors and balancing to ensure compliance and accuracy.

Payroll processing functions require knowledge, experience and the utmost accuracy and adherence to applicable laws, regulations, collective agreements and City policies. Errors and failure to meet rigid deadlines may result in financial loss to the City, dissatisfaction among employees, or complaints from senior government officials or union officials. The work is subject to examination by internal and external auditors. Considerable independence of action is exercised within established policy and practices, but unusual problems of policy matters are discussed with a superior. Performance is evaluated by a superior on the basis of accuracy, timing and services rendered to members of the staff.

The position reports to the Supervisor, Payroll Services and this position is a key member of the Corporate Payroll team in Financial Services. The position works closely with other members of the payroll team and liaises with multiple internal and external stakeholders.

Duties and Responsibilities
  • Input, maintain and process employee transactions and information related to moderately complex events, including hire, re-hire, terminations, retirements, re-assignments, employee leaves, disability and status changes or reclassifications.
  • May perform manual calculations of pay and deductions as necessary to validate calculations.
  • Receives, reviews and processes staff action forms for assigned alpha groups. Inputs information into SAP Payroll module and checks output and calculations for accuracy and reasonableness, liaise with time entry departments to confirm entitlements as required.
  • Review and update employee pay increments for bargaining units as per collective agreements.
  • Monitors tasks and reminders, makes required adjustments to employees’ quotas and entitlements including vacation, overtime, sick leave, statutory holidays, gratuity etc. as per collective agreement or employee class.
  • Generate payroll calculations (evaluations and simulations), check for accuracy and reasonableness and make necessary corrections prior to final payruns.
  • Clear payroll errors as necessary to ensure accuracy of pay run.
  • Responsible for addressing overpayments and producing written overpayment letters to staff. Manage outstanding claims and work with employee, department and Supervisor on any issues.
  • Manage leaves, including continuance of benefits, cost recovery for benefits and processing top up payments and adjustments as required.
  • Strong knowledge of time entry processes. Address time entry errors and work with department time entry staff to correct errors before pay runs.
  • Issue Record of Employments as required by employee events each pay period.
  • Respond to external enquiries for earnings information.
  • Maintains and reconciles records for employees on sick leave or disability, including MTD, LTD and WorksafeBC claims. Work with Case Managers as required.
  • Responds to enquiries and requests for information on earnings and other payroll related matters from external agencies, such as Service Canada, ICBC, WorksafeBC.
  • Assist in year end processes, clearing errors. May be required to explain T4 box data to staff.
  • May be required to assist in basic user testing for system changes as and if needed.
  • Responds to employee inquiries, emails or ServiceNow tickets, regarding payroll related matters and performs troubleshooting to resolve problems.
  • Other duties/responsibilities as assigned.
Education and Experience
  • Completion of Grade 12 or National Payroll Institute payroll related courses, plus considerable payroll processing experience in multi union high volume environment; or an equivalent combination of training and experience.
  • Completion of Canadian Payroll Association Level I Certification, or PCP designation (or equivalent) would be a definite asset.
Knowledge, Skills and Abilities
  • Considerable knowledge of City personnel regulations and collective agreements applicable to wage and salary administration
  • Considerable knowledge of City regulations and practices with respect to employee benefits and entitlements
  • Strong computer skills and ability to use applications such as Word and Excel.
  • Ability to perform tasks within tight deadlines and ensure accuracy.
  • Ability to understand and apply legislation, internal and external regulations, collective agreements and procedures concerning payroll and benefit matters.
  • Ability to maintain sustained attention to detail in preparing and recording payroll transactions
  • Ability to make repetitive and arithmetic calculations with speed and accuracy, and to adhere to rigid time schedules
  • Strong customer service skills with ability to develop and maintain effective working relationships with employees, superiors, departmental officials and representatives from outside agencies. Requires considerable tact and diplomacy in dealing with sensitive and confidential information
  • Ability to analyze information, identify and resolve problems and clearly communicate resolutions to employees and/or department time entry staff and managers.

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work a hybrid work week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.
