Clerk C - Payroll & Accounting Clerk (3 Month Term)

Under the general direction of the Corporate Controller, the Payroll & Accounting Clerk is responsible for performing investment portfolio reconciliations, analyzing billings, allocating costs, preparing and processing vouchers and journal entries, performing manual calculations for rates of return, and preparing adjustment calculations for pensionable service and earnings. The position is also responsible for maintaining accurate payroll information on the
WCEBP database for retirement, disability and survivor benefits for the members, balancing and running automated payroll and benefit provider reports.
As The Payroll & Accounting Clerk You Will
- Perform accounting and finance activities in accordance with professional principles and practices including portfolio reconciliations, cost allocations, preparing vouchers and journal entries;
- Independently and accurately update and change data on the WCEBP database for the production of the pensioner payroll including coding and balancing;
- Conduct monthly balance of benefit provider billing reports and liaise with Manitoba Public Trustees regarding pensioner payroll deposit details;
- Provide support to the Finance unit in the areas of accounting and accounts payable;
- Perform other duties as assigned and related to the requirements of the position.
Your Education And Qualifications Include
- Post-secondary education (diploma or certificate) in payroll or accounting administration; completion of a full certificate program in accounting preferred;
- Must have completed the Payroll Compliance Legislation and Payroll Fundamentals 1 courses through the Canadian Payroll Association, or alternatively must have completed the Letter of Accomplishment in Financial and Management Accounting or Financial Accounting 1 and 2 courses;
- Experience in accounting or payroll in a computerized environment including preparing reconciliations, preparing journal entries with the understanding of debits/credits, preparing cheques (accounting experience) or payroll coding, processing, balancing, etc. (payroll experience);
- Strong math and analytical skills are required;
- Demonstrated proficiency in Microsoft Office, including Excel [Basic] and Microsoft Word [Basic], Outlook, and other software as required;
- Proven self-starter, operating with a strong sense of urgency; ability to follow instructions and exercise sound judgement with minimal supervision;
- Demonstrated ability to communicate clearly and concisely, both orally and in writing, with service providers and Plan Members;
- Proven organization and time management skills; ability to prioritize workflows and work under pressure with at times high volumes, follow through and consistently meet time sensitive deadlines and established performance standards of productivity and quality.

- Applicants will be required to undergo proficiency testing, including a mathematics test, to determine their knowledge, skills and abilities as they relate to the qualifications of the position.
- Within one year of employment, applicant must have completed the Payroll Compliance Legislation and Payroll Fundamentals 1 courses through the Canadian Payroll Association (if not already acquired).
- Within one year of employment, applicant must have completed the Letter of Accomplishment in Financial and Management Accounting or the Financial Accounting 1 and 2 courses (if not already acquired).
