Title

Organizational design of the Workplace Directorate.

Objectives

Management consulting service to examine the organizational design of the Workplace Directorate and provide expert advice, recommendations for the most effective organizational structure.

The mission of Employment and Social Development Canada (ESDC), including the Labour Program and Service Canada, is to build a stronger and more inclusive Canada, to support Canadians in helping them live productive and rewarding lives, and to improve Canadians' quality of life.

The Labour Program promotes safe, healthy, cooperative, and productive workplaces that benefit everyone. Canadians are entitled to fair treatment on the job, and through legislation, programs, and services, the Labour Program fosters good working conditions, constructive labour-management relations, and workplaces free from discrimination.

Led by a Director General and with a team of approximately 150 full-time employees, the Workplace Directorate is responsible for three programs: Occupational Health and Safety, Labour Standards, and the Wage Earner Protection Program.

Scope of Work

1. Examine the current organizational structure, mandate, responsibilities, skills, and financial structure of the directorate;
2. Assess the current workload and identify new functions the directorate may be responsible for in the future;
3. Describe the strengths, successes, opportunities, challenges, and risks faced by the directorate;
4. Provide expert advice and recommendations on the most effective organizational structure, capacity, skill sets, and gaps;
5. Provide a cost analysis of the recommended organizational structure;

Consult with the Director General and other senior leaders as needed.
