Job summary

Kibbi Technologies Inc. is seeking an Operations Support Officer to assist with HR and administrative functions for the Parks & Recreation Division. You will support onboarding, staffing, training, scheduling and data reporting to aid workforce management.

The role requires strong communication, confidentiality, and project coordination skills within a unionized environment. Hybrid or on-site options may apply depending on department needs.

Qualifications

  • Post-secondary education in Human Resources Management, Business Administration or a related field.
  • Experience in HR functions (workforce planning, recruitment, training, labour relations) in a unionized environment.
  • Experience applying HR policies, guidelines, collective agreements and employment legislation.
  • Strong project coordination and ability to manage multi-faceted processes.
  • Experience with reporting and preparing documents for senior management and Council.
  • Experience with HR/payroll systems (SAP, SuccessFactors) and Kronos is a strong asset.
  • Proficiency in Microsoft Word, Excel and PowerPoint.

Responsibilities

  • Support centralized HR and admin functions for Parks & Recreation, MS section.
  • Coordinate onboarding, staffing transactions, training and scheduling activities.
  • Maintain division's work selection program for seasonal employees.
  • Track workforce data and respond to inquiries using spreadsheets and databases.
  • Prepare briefing notes, status updates and reports for leadership.
  • Assist with budget administration and expenditure tracking.

MAJOR RESPONSIBILITIES:

Reporting to the Supervisor of Staffing/Payroll, the Operations Support Officer will assist with centralized human resource and administration support functions for the Parks & Recreation Division (P & R), Management Services Section (MS).

  • Liaises with P & R Operating & Business Units and People & Equity Division to support the coordination of workforce management and development activities including; divisional onboarding, staffing transactions, training, hiring and scheduling activities, and administration of resources to support the client sections.
  • Coordinates and maintains the annual Division's Seasonal Employees' Work Selection program.
  • Tracks and maintains the division's statistical and workforce data, such as staffing transactions, training and development, recruitment and labour relations activities, and project management, utilizing excel spreadsheets and databases and responds to related enquiries.
  • Implements detailed plans related to policies/procedures regarding program specific requirements.
  • Coordinates special projects and assignments, prepares briefing notes, status updates and reports.
  • Supports and participates on team projects, collects, maintains and analyzes data, researches information and prepares data reports.
  • Deals with and has access to confidential human resources information and ensures confidentiality.
  • Creates and maintains electronic files, spreadsheets, and databases ensuring records are maintained in accordance with Corporate and Divisional policies and retention periods.
  • Provides support and information to meetings, complaint handling, labour relations and staff development initiatives and leads unit projects as needed.
  • Assists with the administration of the annual budget for the unit and ensures that the unit's expenditures are maintained within approved budget limitations.
  • Prepares and organizes Council and Committee materials including confidential and employment/labour relation matters, background, and briefing notes.
  • Effectively communicates changes in policies and procedures within the Division Sections.
  • Coordinates planning and sustainment activities for part-time scheduling process for Recreation Workers.
  • Liaises with other support functions as needed.
KEY QUALIFICATIONS:
  • 1. Post-secondary education in Human Resources Management, Business Administration or a discipline pertinent to the job function and/or equivalent combination of education and work experience.
  • 2. Experience working in Human Resource functions, in one or more of the following areas (Workforce Planning, Recruitment, Training and Development, Labour Relations, Health & Safety) in a unionized environment.
  • 3. Experience with the application of corporate human resources policies & procedures, guidelines, collective agreement obligations, and employment legislation such as Employment Standards Act, Human Rights Code, and Occupational Health and Safety Act.
  • 4. Considerable experience with coordinating projects and large scale, multi-faceted process coordination.
  • 5. Experience in researching, developing/writing reports and correspondence for the consideration of senior management and Council.
  • 6. Considerable experience with corporate HR Payroll systems, SAP and SuccessFactors. Experience in the use of Kronos Workforce Central considered a strong asset.
  • 7. Considerable experience in Microsoft Suite applications (e.g. Word, Excel, Power Point).
  • 8. Excellent verbal and written communication skills with the ability to effectively communicate and present clearly to a variety of audiences.
  • 9. Excellent customer service and interpersonal skills with the ability to establish and maintain effective working relationships with all levels of staff and stakeholders.
  • 10. Strong problem solving, organizational skills and time management skills with the ability to manage multiple priorities meeting tight deadlines.
  • 11. Ability to use discretion and maintain confidentiality when handling sensitive information.
  • 12. Ability to work independently and cooperatively with multi-disciplinary groups and others in a team environment.
