Operations Project Manager


$75,000 – $100,000 per annum (commensurate with experience)

Make an Impact in Northern Vancouver Island
The Regional District of Mount Waddington (RDMW) is seeking a skilled and self-directed project manager to oversee vital public infrastructure projects across our rural and remote communities. Our jurisdiction includes the municipalities of Port Hardy, Port McNeill, Port Alice, and Alert Bay, and unincorporated communities such as Hyde Creek, Coal Harbour, Woss, Winter Harbour, Holberg, Sointula and others.

Reporting to, and working with, the Manager of Operations, this exempt role is responsible for leading the planning, execution, and supervision of capital projects and essential services in water, wastewater, solid waste, fire protection, and transportation infrastructure.

This is a field-forward, office-supported leadership role ideal for someone who thrives in hands-on environments and can operate effectively in remote contexts. You will work directly with frontline staff, contractors, and stakeholders, and play a critical role in ensuring operational safety, continuity, and long-term sustainability for the region.

Key Responsibilities
Capital & Operational Project Delivery

  • Lead projects across water treatment/distribution, wastewater, solid waste, fire protection, and transportation systems.
  • Conduct site inspections, direct consultants and contractors, and manage capital timelines.
  • Develop business cases, conduct operational reviews, and recommend improvements.


People & Contractor Management

  • Supervise operations staff and support recruitment, performance, and health and safety oversight.
  • Provide guidance to contractors and ensure work aligns with policy, safety, and regulatory expectations.


Financial & Contract Oversight

  • Prepare project budgets and monitor expenditures; escalate financial issues and suggest cost-control measures.
  • Lead competitive procurement processes and manage contract performance.


Policy, Compliance & Risk Management

  • Ensure due diligence and risk mitigation across operational activities.
  • Contribute to policy development, safe work practices, and regulatory compliance.


Stakeholder & Community Engagement

  • Respond to internal and public inquiries, complaints, and feedback professionally.
  • Represent the RDMW on committees and regional initiatives as directed.


Qualifications And Experience
University degree in engineering, environmental sciences, public administration, project management, or a related discipline.

  • Minimum 5 years’ experience in infrastructure or operational project management, preferably in a public-sector or local government environment.
  • Valid BC Class 5 driver’s licence and clean driver’s abstract.
  • Strong familiarity with construction principles, asset management, and utility systems.

  • PMP – Project Management Professional
  • AScT / CET – Applied or Certified Engineering Technologist
  • P.Eng. – Professional Engineer
  • CRSP – Registered Safety Professional
  • EP – Environmental Professional
  • CPA – Chartered Professional Accountant
