Main Purpose & Function

The Manager, Non-Market Housing Operations, oversees the operations of the Non-Market Housing portfolio. This role involves developing and implementing policies and procedures aligned with Arts, Culture & Community Services' mission and values. The manager integrates leadership and decision-making into housing management, staff safety, and building security. Responsibilities include budget development and monitoring, staffing, hiring, coaching, performance evaluation, and representing the employer in grievance and arbitration processes. The manager reports to the Director of Non-Market Housing, manages Resident Managers, Resident Attendants, and Auxiliary staff, and collaborates with other City departments and community stakeholders.

Specific Duties & Responsibilities

The Operations Manager promotes leadership and management competencies in housing operations, focusing on tenant engagement and facility management through collaboration with staff and community partners. Key responsibilities include:

  • Developing and supporting staff through coaching, training, and performance management.
  • Recruiting, hiring, and evaluating staff, including conducting performance reviews and managing discipline.
  • Ensuring health and safety compliance, participating in safety committees, and promoting a safe environment for staff and tenants.
  • Managing daily operations, analyzing processes for improvements, and overseeing budgets and financial reporting.
  • Developing and implementing policies, coordinating maintenance and facility repairs, and managing risk mitigation strategies.
  • Planning and coordinating community programs, liaising with tenants and external agencies, and fostering positive neighborhood relations.
Qualifications

Education & Experience:

  • A degree in Business Administration, Public Administration, social sciences, or related fields, with substantial experience in operational, administrative, and financial management, preferably in property management or social housing.
  • At least five years in the social housing sector, with two years in a management role overseeing a large team.
  • Experience in housing, social programming, HR management, budgeting, tenant and facility management, and working with marginalized populations.
  • Management experience in a unionized environment.

Knowledge, Skills & Abilities:

  • Strong knowledge of budgeting, tenancy laws, the Society Act, WorkSafeBC, and occupational health and safety policies.
  • Experience managing unionized staff, leading with a people-centered approach, and collaborating effectively with diverse stakeholders.
  • Excellent communication, conflict management, and leadership skills.
  • Ability to work flexible hours, including evenings and weekends, as needed.

Additional Requirements:

  • Police Record Check clearance is mandatory.

The City offers a Flexible Work Program, allowing remote work 1–4 days per week, where operationally appropriate.
