The City of Cornwall is seeking an enthusiastic and driven professional for the role of Operations Coordinator - Waste Management (Temporary) within the Environmental Services Division. Our ideal candidate will be well versed in environmental regulations and reporting, bylaw/policy implementation and enforcement, transparent communication and developing positive relationships within a dynamic service organization.
The Operations Coordinator - Waste Management (Temporary) will be responsible for assisting the Waste Management Supervisor in administering and directing the Waste Management contracted operations. A responsibility of this position is to research and identify best practices that increase diversion within the City of Cornwall. This role will involve significant out-of-office time and public interaction to enforce the City’s new green bin and clear garbage bag policies.
Basic Qualifications:
- Post-Secondary Diploma or Degree in Environmental Science, Bylaw, or related field
- 3 years’ experience in environmental sampling and technical interpretation
- Minimum 3 years of related progressive experience, preferably in a municipal or consulting environment
- Possess and maintain a valid Ontario Class “G” Driver’s License
- Have existing or be able to receive confined space training
Knowledge, Skills and Abilities:
- Certified or qualify as a Landfill Technical Associate with SWANA (Solid Waste Association of North America) will be considered an asset.
- Knowledge of current environmental legislation in relation of waste management and landfill operations
- Demonstrated professional and ethical responsibility to protect privacy, use confidential information appropriately, and treat sensitive situations with an appropriate degree of tact and discretion
- Demonstrated customer-service skills at a level to develop and to maintain cooperative/collaborative working relationships both within and outside the organization
- Excellent time-management skills with the ability to prioritize workload and meet deadlines, and the ability to deal with multiple demands.
- Excellent organizational and administrative skills with the ability to work independently and in a team environment
- Ability to demonstrate initiative consistently with commitment to quality improvement, sharing process improvement initiatives with the Waste Management Supervisor where applicable
- Demonstrated ability to understand and abide by municipal policies and procedures
- Demonstrated proficiency in Microsoft Office, experience in Geoware Software is an asset.
- Be able to lift 27 kgs or 60 lbs
- Be able to work in inclement conditions
- Be able to work in confined spaces
Basic Duties:
- Liaise with outside agencies and different municipal divisions within the City and public regarding solid waste management initiatives and requirements and provide public information requiring varying degrees of research and personal contact,
- Update information for landfill reports and calculate annual refuse volumes,
- Assist in the research on new technologies and program development related to the Long-Term Resource Management Strategy, Organics Management Strategy, and any other Diversion strategies as they are developed.
- Assist the Supervisor with the implementation of new technologies and programs related to the Long-Term Resource Management Strategy, Organics Management Plan, and any other Diversion strategies as they are developed.
- Participate in public related events as required to support waste management programs and development
- Assist with the preparation of council reports and gather information for presentations to Senior Management and Council as required.
- Responsible for assisting the contractor when required with the maintenance of gas wells, gas mains, and pumping stations.
- Assist with coordination of all Contracts relating to waste management
- Manage and review data related to landfill operations and diversion programs
- Assist the audit lead or supervisor with curbside, site, or processing audits when required
- Assist the supervisor with collecting data required for the annual reporting.
- Issue orders and follow-up on curbside waste management by-law infractions
- Assisting other Environmental Services departments when required
- Perform other duties as assigned
Work Location and Schedule:
- 861 Second Street West, Cornwall ON, K6J 1H5
- On-site with some hybrid capabilities in accordance with the Hybrid Work Policy
- Monday - Friday 8:30am-4:30pm with one hour lunch
