POSITION SUMMARY :

The Operations & Maintenance Programs Specialist provides leadership in the development, coordination, and oversight of maintenance and reliability programs that support the safe and effective operation of airline consortium aviation fuel systems and aircraft de-icing infrastructure. This role is focused on ensuring that the right strategies, standards, and monitoring processes are in place to guide and support consistent, high-quality maintenance execution by consortium facility operators and contractors across the major Canadian airports.

Key Responsibilities
  • Perform site-level reviews and audits of operator-led maintenance programs for both fuel and de-icing facilities.
  • Validate the completeness and accuracy of maintenance activities recorded in the CMMS (eMaint) against airline consortium defined maintenance standards.
  • Track and report on maintenance KPIs and operator performance; recommend corrective actions or improvements as needed.
  • Support development, rollout, and training of Reliability and Integrity programs and SOPs in collaboration with the Project Manager, Maintenance.
  • Conduct equipment condition assessments and lifecycle reviews to inform repair / replace strategies.
  • Participate in maintenance program reviews and performance discussions during Quarterly Business Reviews (QBRs).
  • Interface with Capital Projects and Project Controls teams to ensure asset turnover and capital maintenance alignment via the Maintain and Enhance process.
Technical MOC Engagement
  • When notified of an operator-proposed fuel system modification or non-routine maintenance activity, engage directly with the facility operator to review the scope of work.
  • Lead the technical review and collaborate with the operator to assess risks, confirm feasibility, and determine if engineering support is required.
  • When necessary, coordinate with the Capital Projects team to help select an engineering consultant to initiate a Technical Management of Change (MOC) assessment.
  • Ensure all identified technical requirements, safeguards, and documentation are captured and implemented prior to execution of the work.
  • Follow up on post-execution compliance and lessons learned.
Requirements
  • 5+ years of experience in an industrial or infrastructure maintenance environment (aviation, energy, utilities, manufacturing or similar).
  • A degree in Mechanical Engineering, Industrial Engineering, or a relevant technical diploma, particularly in mechanical systems, petroleum operations, process technology, or industrial maintenance.
  • Designations such as Diplôme d'études collégiales (DEC) en Technologie de maintenance industrielle, Certified Engineering Technologist (CET) or graduates from institutions like Southern Alberta Institute of Technology (SAIT), Northern Alberta Institute of Technology (NAIT), or similar are welcomed.
  • Strong understanding of mechanical systems, maintenance planning, and asset reliability principles.
  • Experience with CMMS platforms (eMaint, Maximo, or similar).
  • Ability to interpret engineering documentation and contribute to technical scope development.
  • Clear and confident communicator, capable of engaging field operators and technical consultants alike.
  • Willingness to travel to airport locations across Canada on a scheduled basis.
  • Bilingual (English / French) is required for Canadian operations.
Preferred Experience
  • Experience in aviation fuel or aircraft de-icing infrastructure.
  • Experience in aviation fuel systems, industrial utilities, or infrastructure maintenance programs.
  • Relevant experience from sectors such as oil and gas, manufacturing, aerospace, or general industry where equipment reliability, compliance, and technical standards are central to operations.

Knowledge of Management of Change (MOC) systems, process safety and safety-critical review processes.
