Under the direction of the S/Sgt. Open Source Intelligence (OSINT) Project, the Open-Source Analysis Team (OSAT) - Analyst is responsible to support the assigned unit by identifying existing or evolving public safety concerns and trends with the use of publicly available on-line open-source intelligence.

  • Locate, review and analyze publicly available on-line open-source intelligence pertaining to public safety and situational awareness to assist in eliminating or reducing impact to the community and provide a safe environment for events/demonstrations to take place.
  • Produce a detailed report of findings for distribution as authorized.
  • Where authorized, work closely with Parliamentary and Government open-source intelligence teams to share and expedite the flow of intelligence and situational awareness as it pertains to various events.
  • Work closely with INTERSECT to produce and provide intelligence and Situational Awareness to the NCR for dissemination.
  • Conduct quantitative and qualitative analysis regarding publicly available Open-Source intelligence.
  • Maintain a working knowledge of social media applications, devices and technology.
  • Respond to specific requests for information; accurately assess, evaluate, and anticipate demands to tailor analytical products given a broad variety of factors (e.g., the request, social media trends, the nature/amount of available data, time/budget constraints). Adapt to unique circumstances and formulate innovative new solutions when existing analytical products are determined to be inappropriate/insufficient.
  • Liaise and distribute publicly available open-source intelligence reports with approved internal and external partners, such as Parliamentary District, ESU, Intersect, Event Management, Cybercrime, SIS, Real Time Operation Centre and Investigative Sections, as deemed necessary based on intelligence located, analyzed and gathered, for situational awareness, Public Safety and any further follow up that may require.
  • Liaise and distribute publicly available open-source intelligence reports with vetted and approved external partners, POJ’s, House of Commons, PPS, Senate and Government of Canada, as approved by the direct supervisor.
Major Responsibilities
  • Conduct publicly available open-source searches on the internet and other available open-sources relating to direct requests and pro-active searches regarding public safety, organizational and/or community situational awareness/concerns.
  • Capture, collect, collate, analyze, store, develop reports and distribute open-source content/intelligence/evidence in accordance with policies and established best digital evidence practices. (ei. dates, times, hashing, structured reports and approved storage).
  • Complete clear and concise publicly available open-source disclosure reports and daily notebook entries according to policies and best practices.
  • Maintain a current working knowledge of up-to-date software specifically capture tools that can improve the accuracy and efficiency of open-source work.
  • Using Open-Source Posts, Videos, Websites, Comments and Replies found on publicly available on-line Open-Sources (not limited to online) and to produce intelligence and support public safety and situational awareness for the community and police operations.
  • Track and advise on social media trends occurring on a municipal, provincial, national, and international scale and their influence on local events, protests, crimes and internal policies.
  • Maintain a working knowledge of social media sites and applications for Android O/S, Windows O/S and IOS.
  • Knowledge of capturing IP addresses, e-mail tracing and online videos according to best practices.
  • Maintain a working knowledge of best practices for capturing and preserving data.
  • Liaise and communicate effectively with members externally and internally.
  • Participate in operational briefings/meetings/events providing open-source reports and verbal briefings/updates, as required.
  • Maintain investigative social media accounts and devices while keeping them up to date.
  • Keep up to date on case law regarding social media and open-source collection.
  • Assist in open-source training and education to members as needed.
  • Keep current regarding on emerging trends and technology regarding open-source, social media and related fields.
  • Maintain Business Solutions that assist in tracking of all reports, meetings and other related duties - utilizing Microsoft Power BI, SharePoint, Web Apps, dashboards and databases in accordance with best practices, standards and guidelines.
  • Maintain a working knowledge of OPS operating systems (ie. Computer Aided Dispatch, Records Management System, Canadian Police Information Centre, Ministry of Transportation Ontario).
  • Support Parliamentary District members and assigned operational members as required.
  • Provide online publicly open-source reports to assist with operational data, planning, deployment, resources and budgeting as necessary.
  • Develop and maintain working relationships externally and internally with other on-line open-source teams.
  • Host and attend meetings with Parliamentary and government open-source teams as needed (ei. PPS, House of Commons & Senate).
  • Review and receive internal and external open-source intelligence/advisory/email reports to keep up to date on municipal, provincial, national and international trends/situational awareness that may impact the National Capital Region.
Major Responsibilities (continued)
  • Participate in live monitoring events/incidents (prior, during and post), by reviewing publicly available social media live feeds, streams and posts, capturing and providing report updates as necessary.
  • Attend and participate in specialized training relevant to/required by the assigned portfolio.
  • Assist in the development of training materials, methods, best practices, and/or technical documentation.
  • Attend and actively participate in ongoing court proceedings (provide testimony in court and meet with Federal and Provincial Crown to support prosecution) as required.
  • Perform other duties as required or directed.
Major Responsibilities (continued) Statement of Required Qualifications

Education and experience:

Successful completion of TODDINGTON 101E (Using the Internet as an Investigative Research Tool) or KEYNORTH OSINT Training or CPC INTINT (Using the Internet as an Intelligence Tool).
Minimum two (2) year relevant experience using:

  • On-line Social media platforms and Applications via cell phones and Tablets.
  • Computer Aided Dispatch, Canadian Police Information Centre and Records Management System.

Minimum two (2) years work experience in a public safety, emergency services, police or protective service environment.
A combination of education, training and experience may substitute for stipulated educational requirements.

Language:

English – fluency in oral, reading, and writing.

Certifications and Licences
  • Successful completion of Canadian Police College - AOSINT (Advanced Open-Source Intelligence Course).
  • Successful completion of Canadian Police College – DTIC (Digital Technologies for Investigation Course).
In service Training

Training will be provided in Open-Source Intelligence, online platforms, websites and applications. Capturing, hashing and storing of digital evidence.

Effort and Working Conditions

Work is performed in a standard office environment with some adverse working conditions:

  • Very frequent exposure to and analysis of the details of violent/sexual crimes and graphic photos/videos/recordings which may be disturbing in nature.
  • Requires sitting for long hours in an office environment working with computers / monitors.
  • Potential for extended / irregular hours in support of police operations.

The incumbent must be able to manage and prioritize a constantly growing workload that accumulates even during off-hours.
The incumbent must be able to work shifts as designated in the “Hours of Work” section of the job description.
Depending on portfolio assignment, the incumbent may be expected to monitor team correspondence (e.g., team chats, cell phone communications) outside of normal working hours for the possibility of providing immediate assistance with exigent after-hours investigations and operations.

Desired Qualifications

Oral, reading, and writing fluency in French or other languages.
Project management experience.
Experience developing and / or using business intelligence products such as Power BI, Microsoft Products.
Demonstrated experience in statistical analysis, geographic information systems, relational database management, applied research methods, evaluation of qualitative and quantitative information and critical thinking skills.
Experience working in a public safety environment.
Certification in Criminal Intelligence Analysis.
