35 hour work week

Hybrid (In-office 3 days per week)

This position reports to the Engineering Manager

General Accountabilities

Provide interpretation and advice internally to our client personnel and external stakeholders, including contractors, consultants, and electrical distribution companies, on the application and interpretation of the Electrical Distribution Safety Regulation, Ontario Electrical Safety Code (OESC), and other associated codes and standards. Provide technical and related support services, conduct engineering analysis of problems, and produce engineering reports, directives, and/or bulletins in consultation with the Supervisor to resolve field problems on such matters relating to the objective-based safety standards, distribution system design, equipment safety standards, and inspection and audit practices and procedures. Provide advice on regulation, OESC, code, and/or standards required changes to address safety requirements. Prepare proposals on the amendment of the Canadian Electrical Code and standards relevant to electrical distribution systems. Provide advice to committees and subcommittees responsible for the Canadian Electrical Code.

Interpretation and Advice

Assist and advise our client personnel on the interpretation and application of the Electrical Distribution Safety Regulation and Ontario Electrical Safety Code to achieve consistency of interpretation across the province, proper inspection performance, and procedures with respect to the approval of electrical system designs, installations, and equipment.
Prepare engineering reports, directives, bulletins, and other documents for use by our client personnel and local distribution company stakeholders. Prepare reports or provide information, data, or advice in response to external requests. Initiate studies or investigations where opportunities for improvements are apparent. In some instances, the Manager/Supervisor may identify these opportunities. Collect or arrange for collection, and analyze data from past events or operations. This may include delivery or presentations. Provide explanations and answers to questions received from recipients of reports.

Technical Support

Conduct engineering analysis of problems and produce engineering reports, directives, and/or bulletins in consultation with the Supervisor to resolve field problems. Receive requests from the Supervisor to examine particular aspects of electrical installations or equipment. Consult with other advisors, managers, standards or certification organizations, equipment manufacturers, consultants, utility staff, individuals, provincial and other organizations. Apply the Electrical Distribution Safety Regulation, Ontario Electrical Safety Code, other relevant codes, standards, or regulations, equipment standards, safety records, and technical literature. Propose rationalized solution(s) to the Supervisor based on findings.
Provide technical and related support services, and leadership in the provision of such services, to our client personnel on matters relating to the objective-based safety standards, distribution system design, equipment safety standards, and inspection and audit practices and procedures.

Compliance Monitoring

Develop, with the participation of our client personnel and local distribution company and other stakeholders, guidelines for the inspection of distribution systems. Make recommendations to the Supervisor for the approval of such guidelines.
Develop, with the participation of our client personnel, local distribution company and other stakeholders, the protocol and standards for independent audit of local distribution company design, equipment acceptance, and inspection procedures and practices. Review annual audit reports submitted by local distribution companies, identify issues, and make recommendations to the Supervisor for corrective action. Review annual compliance statements submitted by local distribution companies, identify issues, and make recommendations to the Supervisor for corrective action.

Regulation, Codes and Standards Development

Develop, maintain, or update engineering safety standards, criteria, guides, methods, and procedures. Receive assignments from the Supervisor relating to these and/or identify potential problems, issues, and opportunities. Discuss these with our client operating personnel, users, or others, as required, to ensure current principles, policies, and practices are recognized. Prepare new or revised documents consistent with having acceptable safety principles.
Provide advice on regulation, OESC, code, or standards changes. Provide advice on the adoption of codes or standards. Prepare proposals on the amendment of the Canadian Electrical Code and standards relevant to electrical distribution systems. Provide advice to committees and subcommittees responsible for the Canadian Electrical Code.

Education:

Requires knowledge of engineering theory and practice in the areas of electricity, problems and drawings, mechanics, materials, structural theory and design, as related to safety, designing, engineering, and construction of distribution lines and stations. Requires knowledge of English and technical writing to prepare the necessary reports and to effectively communicate and carry out the work.

Experience:

Requires experience in distribution systems design, construction, operation, maintenance, and systems to understand design practices, physical and performance characteristics of equipment and materials, work methods, as they relate to electrical safety. Requires knowledge of other utilities’ work practices, and maintenance and safety standards. Requires experience to be responsive to customer needs and to provide prompt service, conveying courtesy, trust, and confidence. Requires experience with the development and application of codes and standards for the design and construction of distribution systems and the processes for the development, revision, or approval of such codes and standards.
Requires active listening skills, a willingness to ask questions, and the ability to listen to various views. Requires experience to be familiar with the rudiments of the work.
A period of over 6 years and up to and including 8 years is considered necessary to gain this experience.
