Job summary

Hydro Ottawa is seeking a Technical Standards Engineer to create and maintain technical standards, specifications, procedures, policies, and training materials to support distribution activities and customer connections. The role evaluates deviations, reviews designs, and provides guidance across internal units and external committees.

Qualifications

  • Strong time management and communication skills required.
  • Project Management skills considered an asset.
  • Experience with Lean Six Sigma or other continuous improvement frameworks considered an asset.
  • Experience with utility modeling software such as Cyme, SAG10, and SpidaCalc.

Responsibilities

  • Develop, implement, and maintain technical policies, standards, specifications, and procedures for the distribution system.
  • Support Operations in the development of standard work methods.
  • Administer technical documents, initiating reviews prior to re-affirmation dates.
  • Evaluate and approve technical standards and deviations within the established technical signing authority procedure.
  • Provide technical support and assistance to internal teams in the planning, design, construction, and maintenance of the distribution system.
  • Provide technical support and recommendations for Conditions of Service, external utility/municipal circulations, road authority and third party attachments to internal staff, the City, other utilities, and external standards committee(s).
  • Oversee internal Standards Committees, technically and administratively within their mandate, and chair these committees as required.
  • Represent Hydro Ottawa on industry committees, working groups, and conferences to stay aligned with industry best practices and regulatory changes.
  • Provide technical support in the creation, review and recommendation of changes to agreements and legal documents related to the distribution system.
  • Support the analysis of equipment failures by providing technical expertise to investigate equipment issues, and recommend systemic distribution improvements.
  • Inspect projects and field installations to improve processes, and assess equipment and materials.
  • Provide technical support on the development and delivery of Health, Safety and Environment programs in partnership with Health, Safety and Environment teams.
  • Develop and deliver technical training material that relates to this position’s responsibilities.
  • Assist with divisional response and support for the Electrical Safety Authority O.Reg. 22/04 and International Standards Organization certifications.
  • Participate in Hydro Ottawa’s Electricity Emergency Response Program (EERP) including potential after-hours and/or on-call responsibilities, as required.
  • Lead special projects and perform other duties as required.

JOB SUMMARY

Reporting to the Supervisor, Technical Standards, the Technical Standards Engineer is responsible for creating and maintaining Hydro Ottawa’s technical standards, specifications, procedures, policies, standard work methods and training materials to support distribution activities and customer connections. The Technical Standards Engineer evaluates technical deviations for necessity and adherence to industry standards, reviews designs and specifications for complex and high impact projects, and provides expert guidance across internal business units and external committees.

MAJOR RESPONSIBILITIES
  • Develop, implement, and maintain technical policies, standards, specifications, and procedures for the distribution system.
  • Support Operations in the development of standard work methods.
  • Administer technical documents, initiating reviews prior to re-affirmation dates.

EDUCATION AND EXPERIENCE
  • Undergraduate degree in Engineering from an accredited university
  • Licensed Professional Engineer, or able to be licensed in the province of Ontario
  • Demonstrated knowledge of National Standards and Codes that apply to substations and distribution systems
  • Strong time management and communication skills required
  • Project Management skills considered an asset
  • Experience in Lean Six Sigma or other continuous improvement frameworks considered an asset
  • Experience in an electric utility and/or utility standards environment considered an asset
  • Experience with utility modeling software such as Cyme, SAG10, and SpidaCalc considered an asset
  • Strong computer skills; proficient in the use of office productivity and collaboration tools, preferably Google Workspace
ADDITIONAL REQUIREMENTS
  • English essential, both oral and written; Bilingual (English/French) considered an asset

This is a management group opportunity and salary will be commensurate with qualifications.

This is a management group opportunity. The annual salary range for this position identified below depends on experience, education, and professional designation. Candidates selected for the pool may be offered a salary within this range if and when they are considered for a future vacancy.

Pay Range Minimum:

$89,420.99

Pay Range Maximum:

$134,130.81
