Job Summary

Nurse Consultants (NCs) play an important role in the case management team by assessing and reviewing medical reports to identify and mitigate risk factors that impact recovery and return to work (RTW).

Application of nursing knowledge, skill, and judgement when providing clinical advice, opinion, and guidance. Supporting the development of recovery plans for an Injured Person (IP) and/or interpreting medical/clinical findings as needed to ensure case progression towards achieving the best possible return to work, recovery, and/or quality of life outcomes throughout the case life cycle.

NCs interact, develop, and maintain collaborative working relationships with case managers, return to work specialists, workers, worker families, healthcare providers, and other WSIB staff to recognize and respond to complex needs, make and communicate timely, quality evidenced-based/informed healthcare entitlement decisions.

As interventionists, identify and mitigate obstacles to return to work and/or recovery, resolving issues of a medical/clinical nature and addressing non-medical issues appropriately, to prevent cases from becoming chronic. NCs work collaboratively with case owners and Adjudicators to identify individual case characteristics. The scope and duration of the NC intervention are based on these joint discussions. The individual case characteristics and the nature of the obstacles will determine the scope and duration of NC involvement.

Major Duties & Responsibilities

  • Render entitlement/compatibility decisions related to healthcare and dental treatment based on legislation, policy, best practices, and clinical judgement and communicate them verbally and in writing.
  • Attempt to resolve objections to healthcare entitlement decisions made, manage reconsideration requests, and if unable to resolve the objection, arrange for access and process the objection. Implement healthcare components of appeals decisions within required timeframes.
  • Conduct assessment and/or file reviews to support the functional recovery case plan, facilitating and guiding appropriate recovery actions, including treatment/assessment until resolution of recovery obstacles. Intervene when needed with healthcare providers to resolve concerns and promote the integration of the worker’s treatment and recovery into the RTW process.
  • Conduct medication reviews to identify, address, and/or communicate potential issues that may affect RTW, health, and quality of life of a worker.
  • Facilitate access to care and clinic referrals; provide information and support to healthcare providers.
  • Collaborate with case owners, Return to Work Specialists, Managers, workplace parties, and healthcare providers on case plan activities and timelines by:
  • Identifying cases at risk of prolonged recovery by assessing and developing a plan to address recovery obstacles
  • Performing assessments (e.g., NCA, triage, focused, intake, discharge) to assist in mitigation strategies; identifying clinical, psycho-social, and chronic pain issues likely to delay RTW or recovery;
  • Identifying and undertaking interventions and mitigation strategies to overcome recovery obstacles and achieve optimal recovery and quality of life outcomes.
  • Educate and influence workers and external providers/partners regarding RTW best practices, healthcare guidelines, policies, processes, and treatment options to support RTW, recovery, and quality of life goals.
  • Assess medical/clinical documentation for completeness, correctness, and timeliness, and take appropriate actions with providers, including referrals or collaboration with relevant divisions.
  • Act as a clinical resource for internal staff by providing advice, opinions, and guidance on healthcare-related questions and medical/clinical findings interpretation.
  • Provide immediate, short-term crisis intervention services for workers and/or families at risk of self-harm or harm to others.
  • Stay current in clinical education through participation in relevant sessions and provide feedback on trends affecting recovery and RTW.
  • Perform other related duties as required, including participation in business, team, or project activities.

    Education

    Job Requirements:

    • University completion at undergraduate level with a focus in Nursing or, prior to 2005, a diploma or bachelor's degree in Nursing recognized by the College of Nurses of Ontario. A certificate of registration as a Registered Nurse in good standing with the College of Nurses of Ontario.

    Experience

    • At least three years of clinical experience in primary health care, occupational health, or adult acute/community care.
