Job Summary

Nurse Consultants (NCs) play an important role in the case management team by assessing and reviewing medical reports to identify and mitigate risk factors that impact recovery and return to work (RTW).

Application of nursing knowledge, skill, and judgment when providing clinical advice, opinion, and guidance. Supporting the development of recovery plans for an Injured Person (IP) and/or interpret medical/clinical findings as needed to ensure case progression towards achieving the best possible return to work, recovery, and/or quality of life outcomes throughout the case life cycle.

NCs interact, develop, and maintain collaborative working relationships with case managers, return-to-work specialists, workers, worker families, healthcare providers, and other WSIB staff to recognize and respond to complex needs, make, and communicate timely, quality evidence-based/informed healthcare entitlement decisions.

As interventionists, identify and mitigate obstacles to return to work and/or recovery, resolving what is clearly of a medical/clinical nature and addressing non-medical issues appropriately, to prevent cases from becoming chronic. NCs work collaboratively with case owners and Adjudicators to identify individual case characteristics. The scope and duration of the NC intervention are based on these joint discussions. The individual case characteristics and nature of the obstacles will determine the scope and duration of NC involvement.

Major Duties & Responsibilities

  • Render entitlement / compatibility decisions related to healthcare and dental treatment based on legislation, policy, best practices, and clinical judgment and communicate them, verbally and in writing.
  • Attempt to resolve objections to healthcare entitlement decisions made, manage reconsideration requests, and if unable to resolve the objection, arrange for access and process the objection. Implement healthcare components of appeal decisions within required timeframes.
  • Conduct assessment and/or file reviews to support the functional recovery case plan, by facilitating and guiding appropriate recovery actions, including treatment/assessment until resolution of recovery obstacles. Intervene when needed with healthcare providers to resolve concerns and promote integration of the worker’s treatment and recovery into the RTW process by:
  • Conduct medication reviews to identify, address, and communicate potential issues that may affect RTW, and/or the health and quality of life of a worker;
  • Facilitate access to care and clinic referrals; provide information and support to healthcare providers.
  • In specific cases, collaborate with the case owner, Return to Work Specialist, Manager, workplace parties, and healthcare providers on case plan activities and timelines by:
  • Identifying cases at risk of prolonged recovery by assessing and developing a plan to address recovery obstacles;
  • Performing appropriate assessments (e.g., NCA, triage, focused, intake, discharge) to assist in mitigation strategies; identifying relevant flags and barriers such as clinical, psycho-social, and chronic pain issues likely to delay RTW and/or recovery;
  • Identifying and undertaking interventions and mitigation strategies to overcome recovery obstacles and assist in achieving optimal recovery and quality of life outcomes (note: individual case characteristics and obstacles determine intervention scope and duration);
  • Educate and influence workers and external providers/partners regarding RTW best practices, healthcare guidelines, policies, and processes, including recommended treatments and the value of RTW in the healing process to support case goals by:
  • Informing workers and employers of their rights and responsibilities under relevant healthcare provisions;
  • Providing education to prevent further recurrences or injuries in cases of multiple injuries or recurrences.

Assess medical/clinical documentation for completeness, correctness, and timeliness, and take appropriate actions with providers, such as reducing late billing payments. This may include referrals or collaboration with Health Services and/or Regulatory Services Division.

Act as a clinical resource to internal staff by providing advice, opinions, and guidance on healthcare-related questions and interpretation of medical/clinical findings related to treatment, recovery, and RTW.

Provide immediate, short-term crisis intervention services for workers and/or their families at risk of self-harm or harm to others.

Remain current in clinical education by participating in sessions, forums, or programs regarding new guidelines, evidence-based practices, and trends affecting recovery and RTW, and provide feedback.

Perform other related duties as required or assigned, including participation in business, team, or project activities.

Education

Job Requirements :

  • University completion at undergraduate level with a specialty focus in Nursing or, prior to 2005, a diploma or bachelor's degree in Nursing recognized by the College of Nurses of Ontario. A certificate of registration as a Registered Nurse in good standing with the College of Nurses of Ontario in the General Class.

Experience

  • Three years of clinical experience in primary health care, occupational health, adult acute, or community care.
