SALARY RANGE: $145,808.00 - $182,208.00

Position Summary:

Oversees daily operations of the clinic and provides leadership in overall management of the Opioid Treatment Program (OTP). Develops, manages, reports on, and accounts for the activities of the program and staff. Serves as a main contact with community leaders addressing substance use problems within and around Vancouver. Adheres to HIPAA and confidentiality requirements. Honors and represents the mission, vision, values of CIT and of the HHS department.

  • Collaborates with Clinic Medical Director regarding staff, financial, and general clinic matters.
  • Oversees and manages all clinical services and programs.
  • Demonstrates excellence and professionalism to employees through role modeling and leadership.
  • Leads quality assurance programs for the clinic and ensure compliance with all applicable legal requirements.
  • Provides patient clinical care as needed.
  • Reviews and approves patient treatment plans and clinical documentation.
  • Assigns caseloads, evaluates performance for quality assurance, conducts new employee orientation and manages staff development and training.
  • Ensures that individual and family psychotherapy and case management services are being delivered to the individuals served as required.
  • Ensures adherence to departmental guidelines, policies, and procedures regarding referral, placement, and treatment of patients.
  • Assures appropriate assessments for all patients served.
  • Oversees and monitors implementation of evidence-based best practices and emerging practice protocols.
  • Develops, tracks, and reports outcomes of services.
  • Audits patient records on a regular basis to assure accuracy, compliance with standards, and to ensure services are being delivered to patients as required.
  • Coordinates with staff to assist in identifying and eliminating any situation which jeopardizes the health and/or safety of patients, staff, vendors, neighboring businesses or visitors.
  • Assists staff in working with the court system.
  • Attends community meetings and provide outreach and education on Cowlitz OTP’s programs and services.
  • Collaborates with partner agencies and community members to support Cowlitz OTP’s mission.
  • Works with government monitors and project administrators to file reports or complete surveys.
  • Prepares all reports for appropriate agencies or contracts and coordinate with management.
  • Ensures compliance with all company policies and procedures.
  • Leads and participates in staff meetings.
  • Improves staff’s effectiveness by orienting, coaching, and counseling team; communicating values, strategies, and objectives; assigning accountabilities; planning, monitoring, and appraising job results; developing a climate for offering information and opinions; integrating functional objectives; providing and participating in educational opportunities.
  • Determines staffing levels.
  • Trains, mentors, monitors, sets clear expectations, holds staff accountable, and assists with progressive discipline as appropriate and necessary. Evaluates staff performance.
  • Audits staff records to ensure accuracy, completeness, and compliance with requirements.
  • Assists with the development of program policies and procedures.
  • Works with billing office to ensure contract and billing/coding compliance and to ensure clinic financial performance.
  • Assists in formulating and executing a community outreach and marketing plan for the clinic.
  • Develops and manages budgets and seeks out other program and funding sources.
  • Selects and orders clinic equipment.
  • Maintains strict patient, employee, company, and computer confidentiality.
  • Adheres to all organizational precautions and procedures in the performance of all duties to ensure a safe work environment for self and others.
  • Maintains credentials as required by certifying/licensing body.
  • Promotes an environment that encourages staff growth and development by developing and supporting ongoing educational programs.
  • Maintains professional and technical knowledge by conducting research, attending seminars, educational workshops, classes and conferences; reviewing professional publications; establishing networks; participating in professional societies; conferring with representatives of contracting agencies and related organizations.
  • Contributes to a team effort and accomplishes related results as required.
  • Performs other duties as assigned.

Knowledge, Skills, and Abilities:

  • Knowledge of traditional form of government and tribal customs and traditions.
  • Knowledge of principles, practices, procedures, and regulatory requirements in providing a comprehensive substance abuse treatment program in a clinic environment.
  • Knowledge and skills necessary to assist in providing care appropriate to the needs of patients served.
  • Knowledge of medications and their biological effects, and the desired effect on treatment of opioid use disorder.
  • Knowledge and familiarity with the mandatory reporting requirements under the Indian Child Protection Act, with regards to suspected incidence of child abuse or child neglect.
  • Knowledge of related accreditation and certification requirements.
  • Knowledge of evidence-based treatments for substance use disorders, treatment plans, crisis interventions, individual and group therapy, case management, patient education, and 12-step principles.
  • Knowledge of current standards, policies and procedures of regulatory bodies, contractual agreements, and professional standards.
  • Knowledge or ability to learn Cowlitz OTP’s model of outpatient chemical dependency treatment.
  • Knowledge of intensive case management, mental health concepts, cognitive behavioral therapy, motivational interviewing, recovery, and mindfulness concepts.
  • Skill in treating patients with tact, courtesy, and respect, and as if the patient is the only person in the room.
  • Skill in supervising, training and evaluating medical and support staff.
  • Skill in staying organized and maintaining attention to detail.
  • Ability to plan and manage multiple projects and teams.
  • Ability to see, treat and be sympathetic towards substance use disorder patients.
  • Ability to maintain quality, safety, and/or infection control standards.
  • Ability to work both independently and in a team environment.

Minimum Qualifications:

  • Master-level degree in Behavioral Health or related field.
  • License and Registration as a LMFT, LCSW, LPCC, or Psychologist is preferred.
  • Registered with the Washington Board of Behavioral Sciences or certified (or registered) by a Washington-recognized drug and alcohol certifying body.
  • Three years progressive management experience in a chemical dependency field.
  • Training in counseling or substance use disorder treatment and experience working within a mental health or substance use disorder system, including the provision of medications for opioid use disorder are preferred.
  • A combination of relevant education and related work experience may be considered.
  • Must be able to provide health and TB clearance.
  • Valid driver’s license is required when driving vehicles for work-related purposes.
  • Must be able to successfully pass a background screening / investigation according to the established requirements below.

Physical Demands:

While performing the duties of this job, the employee regularly is required to stand; walk; sit; stop, kneel, bend, or crouch; use hands to manipulate, touch, or grasp objects and materials and type on a keyboard; reach with hands and arms; and perform repetitive tasks. Sufficient clarity of speech and hearing abilities to discern verbal instructions and communicate effectively in person and via telephone. The employee occasionally is required to lift up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.

Work is performed in an office and clinical setting. Employee may be exposed to unpleasant odors, bodily fluids, and infectious disease and frequent exposure to dust, fumes, airborne particles and/or allergens. Situations occur where PPE (personal protective equipment) is needed. Work may involve working with hostile, violent or offensive individuals. Overnight travel, weekend, and/or evening work is occasionally required. Tight time constraints and multiple demands are common.
