Job description

The Network and Systems Administrator is responsible for ensuring the efficient operation, security, and maintenance of municipal IT systems and infrastructure. This involves configuring, troubleshooting, and optimizing hardware, software, and network resources, as well as monitoring system performance and implementing security protocols. The role is crucial for maintaining seamless communication, robust data integrity, and IT infrastructure stability, while supporting the organization's growth.

Compensation:
35 hours per week; 84,688 - 99,073 per annum

Qualifications:
  • Post-secondary education in Information Technology.
  • Certifications such as CompTIA Network+, CompTIA Security+, Cisco CCNA, Microsoft Certified: Azure Administrator, or similar certifications are preferred.
  • Minimum of 3-5 years of experience in network administration, systems administration, or related IT roles, preferably within a public sector environment.
  • Experience with IT project management, including planning, implementation, and troubleshooting of IT infrastructure upgrades, migrations and integrations.
  • In-depth knowledge and experience of the Microsoft 365 administrative portals.
  • Proven ability to diagnose and solve IT systems and network problems across various platforms in a variety of ways – over the phone, remote, or in-person.
  • Understanding of hosted (cloud-based) solutions, networks (protocols and standards), network security, application support, multi-factor authentication, and mobile device management.
  • Exceptional knowledge of mobile computing devices and tools (smartphones, tablets, etc.).
  • Understanding of IP telephone systems.
  • Commitment to continuous education in Information Technology to stay current with emerging trends and technologies.
  • Advanced troubleshooting skills for diagnosing hardware, software, and network issues across various platforms.
  • Skilled in configuring, maintaining, and repairing hardware devices, as well as managing business or enterprise hardware and software systems.
  • Strong verbal and written communication skills for effective collaboration with cross-functional teams and providing clear, concise technical support.
  • Ability to manage multiple tasks and priorities effectively, often under tight deadlines, while maintaining a high level of attention to detail.
  • Strong judgement, organizational, analytical, and problem-solving skills.
  • Ability to multitask and work both independently and as a team.
  • Effective verbal communication skills including effective listening, courtesy, tact, discretion, explanation, negotiation, and presentation skills.

Responsibilities:
  • Administer, configure, and maintain servers, workstations, and other IT systems, ensuring optimal performance and security.
  • Monitor network performance, troubleshoot issues, and ensure minimal downtime by proactively identifying and resolving network-related problems.
  • Lead the implementation and management of network security measures, including firewalls, VPNs, and encryption protocols to safeguard sensitive data.
  • Install, configure, and update operating systems, applications, and firmware for all systems in use by the municipality.
  • Review the status of system backups, address issues that may arise, and ensure backups are tested regularly to ensure data integrity.
  • Implement and enforce security policies and procedures to protect municipal IT infrastructure against unauthorized access, cyber threats, and data breaches, ensuring compliance with security protocols.
  • Review vulnerability assessments, recommend improvements and apply remedial action.
  • Provide technical support to municipal employees, troubleshooting and resolving hardware, software, and network-related issues in a timely and efficient manner.
  • Train staff on the proper use of IT systems, tools, and security best practices to improve productivity and enhance overall IT knowledge.
  • Optimize and tune systems for performance improvements and cost-effective resource utilization.
  • Maintain accurate documentation for all IT systems, network configurations, procedures, and processes.
  • Plan, coordinate, and execute IT projects, including system upgrades, software installations, and new infrastructure implementations, ensuring alignment with the municipality's strategic goals and budget.
  • Evaluate and recommend new technologies and tools to improve IT systems and processes.
  • Coordinate with third-party vendors and service providers for hardware, software, and network services, ensuring compliance with municipal requirements and service level agreements (SLAs).
  • Install and configure hardware, software, systems, and network devices to municipal standards.
  • Act as the lead in responding to IT incidents, including network outages and security threats, ensuring prompt resolution and system recovery.
  • Conduct root cause analysis after major incidents and implement measures to prevent future occurrences and reduce risk.
  • Stay current with emerging technologies and best practices in network and systems administration, bringing forward recommendations for improving the municipality’s IT infrastructure.
  • Assist in the long-term planning and strategy for the municipality's IT systems, ensuring they meet the growing technological demands of the community.
  • Assist with the acquisition of new software and hardware.
  • Assist in reviewing the effectiveness of operational standards, procedures and processes, and recommend changes.
  • Maintain current and accurate inventory of technology hardware, software and resources and follow disposal procedures.
  • Maintain accurate and up to date records and notes for all repairs, upgrades, and installations.
  • Assist the Helpdesk and IT Technician when required in a timely and efficient manner both remote and in person.
  • In the event of critical system issues, system patching, network outages, or other emergencies that compromise continuous operations, must perform 'On-Call' duties as required in limited circumstances. This may necessitate planned or unplanned work during evenings and/or weekends and make every effort to have themselves available to respond to after-hours calls to minimize downtime.
  • Adhere to high standards of ethical behaviour and demonstrate an understanding that personal actions impact the public’s perception of the Municipality.
  • Perform other duties as assigned by the Manager, IT or designate.
