Hours per week and Schedule of Work (Hours and Schedule of work are subject to change in accordance with Article 19): 35 hours per week. Evenings and week-ends based on operational needs
Weeks 1 & 2: Mon. to Fri. 9:00am – 5:00pm
JOB SUMMARY:
The Network Specialist is responsible for supporting the Manager and Lead in implementing and maintaining enterprise network and telecommunications infrastructure on premises and in the cloud. The Network Specialist provides subject matter expertise on a grouping of network and Telecommunication infrastructure. The Network Specialist works as part of a team responsible for the library network infrastructures. The Network Analyst assists in designing. Implementing and maintaining the networks by managing network IP addresses, communicating network information and requirements to connect hosts onto the network, and installing, upgrading, and maintaining network routers, switches, firewalls, wireless access points, wireless controllers, other network devices and servers.
The Network Specialist is also responsible for on-going operational support which includes problem/incident resolution, routine maintenance, and delivering on enhancement and change requests. The Network Specialist works with vendors to research emerging technologies and diagnose and resolve network problems and supports network and telecommunications roadmap planning and is accountable for maintaining current awareness of vendor product development cycles. In supporting the network and telecommunications portfolio, the Network Specialist works with business stakeholders to ensure network and telecommunications technology and solutions deliver value and meets business requirements for functionality, availability, and performance.
DUTIES:
Under the general direction of the designated Lead, and working within a team structure, this position is responsible for duties in Infrastructure Management & Support:
- Administering, maintaining and supporting network and telecommunications infrastructure in the on-prem data center, multi-cloud environment and across library branches
- Maintains and manages IP addresses, DHCP servers, Domain Name Services (DNS), Radius, and other servers and software systems on both physical and hypervisor server environments.
- Maintains the integrity of the network by installing, upgrading, and maintaining network routers, switches, wireless, VPN, firewalls, and other devices at current operating system levels as provided by the manufacturer, working with vendors to diagnose and resolve network problems, operating and configuring protocol analyzers to diagnose problems, analyzing captured data using network protocols to determine problems, and using network monitoring software to detect network conditions requiring corrective action or performance tuning
- Monitors and optimizes performance of infrastructure technologies and ensures they meet the Library’s integration and performance needs
- Ensures accurate records are kept of network components, maintenance activities, network connections, accounts, and inventory.
- Performing and/or monitoring network maintenance and system upgrades including service packs, patches, hot fixes and security configurations
- Monitoring network performance and ensure system availability and reliability, integrating, investigating and reporting with operational and security monitoring tools
- Programs network applications as needed such as web, network monitoring, bandwidth utilization, general data collection, reporting, and automated response to abnormal or undesirable network conditions
- Assists with the integration, maintenance, and problem resolution of network services and wiring infrastructures by working with other networking and telecommunications staff, user support entities, vendors, and end-users including contractors.
- Acts as the subject matter expert on technologies as per assignment
- Provides security operations tasks, including monitoring, investigation, and reporting
- Ensures all technologies are backed up successfully, and performs restore operations according to corporate policies and procedures
- Works closely with the ITS team to collaborate on technical issues and solutions and providing knowledge transfer, training, and documentation
- Works closely with vendors to resolve technical issues, facilitating infrastructure upgrades as part of the technology life cycle management, while holding vendors accountable for contractual obligations and Service Level Agreements (SLAs)
- Maintains infrastructure and support documentation and relevant training material that is available to team members and ensures that this material is being effectively employed
- Proactively identifies infrastructure risk and mitigation, capacity availability & continuity management. Provides input to organizational disaster recovery and emergency planning
- Conducts research, evaluations and supports report development and preparation of procurement documentation
- Works with Procurement Services to prepare and evaluate bid specifications for the purchase and maintenance of network hardware, software, and services
- Participates in regular team, business, project, and committee meetings
- Performs other duties as assigned
- On-call evening, weekend and callback work, as well as occasional work from other TPL branches/locations may be required
Qualifications
- Post-secondary degree or diploma in computer science or related discipline, or an equivalent combination of education, experience and certification
- Minimum of five (5) years of related experience in network technology, planning, implementing and maintaining infrastructure
- CCNA, CCNP, CCIE or similar certifications are recognized as an asset
- Hands-on experience and specific skill set in network and telecommunications technologies within the area of assignment and demonstrated ability in supporting installation, administration, troubleshooting, and security issues
- Knowledge of architecture principles, networking, security standards, IaaS and PaaS
- Excellent analytical and problem-solving skills
- Demonstrated ability to provide leadership, show initiative and self-direction, maintain currency of knowledge, and identify and solve problems that require investigation and creativity, under sustained pressure in a results-oriented team environment
- Demonstrated ability to respond flexibly and productively to multiple and changing priorities in a variety of work environments, including joint project teams, work with consultants, and on individual assignments
- Ability to work simultaneously on multiple projects and assignments with high quality deliverables
- Ability to hold vendors accountable for contractual obligations and Service Level Agreements (SLAs)
- Excellent interpersonal skills and effective communication skills, as well as strong interpersonal skills with the ability to work with diverse stakeholders
Assignment Technologies:
The Network Specialist supports implementation and maintenance of the following or similar technologies, including provision of subject matter expertise:
- Cisco Routers, Cisco Switches, VoIP, Load balancers, Check Point Firewalls, LAN/WAN/SDWAN Protocols, TCPIP Protocols, Routing Protocols, Protocols including fabric switching, DNS Protocols, DHCP Protocols, Security Incident and Event Management tools
- UCAAS, VoIP telephony, SIP, gateways, Jabber, SIP and related technology, video conferencing / video streaming and supporting infrastructures
- UCaaS (DIDs, Toll Free numbers, ISR Gateways, 911, VoIP telephony, SIP, gateways and related technology, video conferencing / video streaming)
- Security controls such as Network Security TAPs (NetScout), Wireshark, tcp dump and the analytics that flow from those types of tools for analytical discovery
