About Musqueam
We are traditional hən̓q̓əmin̓əm̓ speaking people. Today, we are a strong, growing community of over 1,300 members. We live on a small portion of our traditional territory, known as the Musqueam Indian Reserve, located south of Marine Drive near the mouth of the Fraser River. The name Musqueam relates back to the River Plant, the name of the plant is məθkʷəy̓. There is a story that has been passed on from generation to generation that explains how we became known as the xʷməθkʷəy̓əm (Musqueam) - People of the River Plant. We have always moved throughout our territory using the resources it provides for fishing, hunting, trapping and gathering. We remain distinct and our cultural practices are strong, despite the devastating impacts of residential schools, colonial laws banning our ceremonies, and other attempts to assimilate our people. Our lands and waters continue to support our cultural and economic practices while serving as a source of knowledge and memory, encoded with our teachings and laws. Position Summary
The Federal Framework Coordinator will support the implementation of Phase 1 of the Framework Agreement and assist with negotiations for Phase 2 with the federal government, as well as, where directed, the provincial government. These negotiations will establish new agreements that support Musqueam’s self-determination and self-governance, rooted in traditional Musqueam values and teachings.
Reporting to the Manager of Intergovernmental Affairs and working under the direction of Musqueam’s lead negotiators, the Coordinator will:
- Collaborate with Musqueam administration and contractors to support negotiations with the federal government.
- Ensure the successful implementation of Phase 1 agreements.
- Assist in developing a Framework operational plan.
- Oversee the preparation of negotiation documents.
- Facilitate communication between lead negotiators, Musqueam staff, and contractors.
- Develop communication materials for Council, administration, and community members.
- Coordinate research and document preparation for Framework negotiations.
- Support the implementation of the Framework operational plan.
- Schedule and facilitate meetings between Musqueam leadership, the negotiation team, and federal representatives.
- Prepare work plans, briefing notes, Band Council Resolutions, and other negotiation-related documents.
- Engage with leadership, administration, and the framework team.
- Prepare funding and grant applications and ensure compliance with contribution agreements.
- Assist in managing budgets related to Framework negotiations.
- Develop information materials for the Framework working group.
- Oversee the work of external planning and development consultants.
- Maintain strong working relationships with internal and external stakeholders.
- Provide resources and basic information regarding the Framework process for Musqueam departments, members, and Council.
- Organize community information sessions.
- Perform other related duties as required.
Knowledge, Skills & Abilities
- Education & Experience:
- Post-secondary degree or diploma in a relevant field (e.g., Indigenous Studies, Public Administration, Community Planning, Social Development) or equivalent work experience.
- Experience working with First Nations communities or organizations.
- Familiarity with participatory and inclusive community engagement methods.
- Technical & Analytical Skills:
- Strong research, writing, and analytical abilities.
- Experience conducting research, writing reports, and supporting policy/program development.
- Ability to develop and manage project work plans and budgets.
- Proficiency in document formatting, file management, and office software.
- Excellent verbal and written communication skills.
- Ability to effectively interact with internal teams, elected officials, community members, and government representatives.
- Strong problem-solving, negotiation, and conflict-resolution skills.
- Ability to manage multiple priorities in a fast-paced environment.
- Strong attention to detail, organization, and time management.
- Ability to work both independently and collaboratively.
- Other Requirements:
- Ability to maintain confidentiality and exercise discretion.
- Valid driver’s license.
- Successful completion of a criminal record check.
