Job description

Reporting to the Manager of the Emergency Communications & Operations Management Branch (ECOMB), the Methods Analyst II leads the Data and Technology Unit within ECOMB. This role is responsible for overseeing a team of Methods Analysts and ECOMB members that support emergency communication systems, data management, and operational technology across the branch, responsibilities of this position will include:

  • Leads and supervises the Data and Technology Unit, providing direction to a team of civilian and sworn members to ensure high-quality service and support for emergency communication systems.
  • Manages day-to-day operations within the unit, prioritizing tasks, and assigning responsibilities to team members to meet organizational needs.
  • Oversees the development and execution of strategies to improve data and technology workflows, ensuring continuous alignment with ECOMB goals and objectives.
  • Identifies and implements process improvements that increase the efficiency and effectiveness of data management and technological operations across the unit.
  • Ensures that all operational systems, including data management processes, are in compliance with ECOMB’s policies, standards, and procedures.
  • Collaborates with other areas of ECOMB to provide technical support and ensure that data and technology systems meet operational requirements
  • Provides direct supervision and ongoing guidance to direct reports, including performance management, coaching, and mentoring.
  • Prioritizes workload, assigns tasks, and ensures that team members are equipped to meet operational demands.
  • Conducts Annual Performance Plans and provides feedback to foster growth and improvement in staff.
  • Leads efforts to monitor, analyze, and maintain the integrity of all emergency communication system data.
  • Collaborates with the Quality Assurance unit to conduct audits and ensure compliance with data quality standards.
  • Collaborates with the Information Technology Divsion to ensure the ongoing development and upgrade of communication systems, including Niche RMS and CAD systems.
  • Provides technical expertise in evaluating new technologies or updates to existing systems, ensuring compatibility and integration within the ECOMB framework
  • Other related duties as required.
Qualifications

  • University Degree in Business Administration, Records Management, or related degree
  • A Minimum of four (4) years’ experience with in working with records management.
  • Advanced ability in the use of Niche software
  • Strong analytical skills paired with sound judgement
  • Ability to apply critical thinking to complex issues and provide proper permanent resolution to issues.
  • Conflict resolution skills
  • Ability to work independently and with minimal supervision
  • Excellent verbal and written communication skills
  • Strong organizational and customer service skills
  • Ability to coach, mentor, orient and train new staff
  • Through knowledge of the business processes used throughout EPS & ECOMB
  • Knowledge of the Alberta 9-1-1 Standards
  • Knowledge of EPS Policy and Procedure
  • Awareness of FOIPP Legislation, the Criminal Code of Canada, Provincial Statutes, City Bylaws
  • Proficiency in the use of CPIC, Moves, Join, Posse and Vital occurrence.
  • As part of your pre-hire screening you will be required to complete an Enhanced Security Clearance. Should you accept employment with the Edmonton Police Service you acknowledge and agree to participate in future Enhanced Security Re-Clearances at scheduled intervals or in any other circumstances, exigent or otherwise, as required by Human Resources Division.

Hours of Work:
40 hours per week, 0800 – 1600 hours Monday - Friday. Hours of work may be subject to the terms and conditions of a variable hours of work program.

Salary Range:
21B, Salary Grade: 032, $46.08 - $ (Hourly), $3,686.90 - $4,658.60 (Biweekly), $96,227.57 - $121,588.42 (Annually). The rates quoted are in accordance with a collective agreement between the Union and the City of Edmonton.
