ELCAN is seeking two Material Program Managers to join the Supply Chain Management Team. Raytheon ELCAN has been at the forefront of high-precision optical systems for over 70 years, renowned for innovation, quality, and engineering excellence. The Material Program Manager (MPM) will lead and coordinate all program supply chain activities and serve as the key liaison between program managers, IPTs, functional leads, and the supply chain organization. The MPM will develop and execute program material strategies that align with program supply chain objectives and work with engineering, quality, and operations to develop schedule-based material requirements planning (MRP) strategies that support program success. This role requires collaboration across functions and the ability to influence to impact short- and long-term goals of the program and IPT Team.

Primary Responsibilities
  • Lead and support all program-related supply chain activities from program initiation through contract closure, ensuring alignment with business objectives.
  • Develop and implement program material strategies including risk and opportunity management, bids, forecasts, and master production plans (MPP).
  • Drive supply chain execution to achieve cost, schedule, and performance commitments while ensuring compliance with program requirements.
  • Provide clear and timely reporting through program reviews, cost reviews, and customer briefings and management meetings.
  • Support proposals, contract negotiations, and supplier performance management to strengthen program outcomes.
  • Foster strong collaboration and relations across customers, suppliers and cross-functional teams such as program management, engineering, operations, and quality.
  • Champion continuous improvement initiatives including process enhancements, digital transformation, and compliance with cybersecurity DFARS and EXIM requirements.
  • Communicate with suppliers to obtain data and information required for investigations and corrective actions.
  • Assist the team with other supplier-related actions.
Qualifications You Must Have
  • Typically requires: a University Degree or equivalent experience and minimum 8 years relevant experience, or an Advanced Degree in a related field with minimum 5 years experience.
  • Experience with supply chain and related systems, procurement, production control/material planning, receiving, cost estimating, logistics, and/or finance.
  • Experience leading in an IPT environment.
  • Experience with supplier management and/or subcontract management.
  • Experience developing and executing risk/opportunity plans to meet program goals.
Qualifications We Prefer
  • Work experience in Supply Chain within the Aerospace/Defense industry.
  • Experience in a manufacturing/engineering environment.
  • Supply Chain Certification is an asset.
  • Experience translating customer terms and conditions into supplier requirements and reviewing statements of work for completeness and conformance to program requirements.
  • Experience with Microsoft Office products (Word, Excel, PowerPoint).
  • Experience interfacing with external customers and all levels of internal organization.
  • Experience with MRP systems and tools such as ProductCenter.
  • High degree of financial acumen.
  • Knowledge of Canadian Government acquisition laws and regulations.
  • Experience supporting/leading proposal efforts.
  • ERP experience.
