Job description

The Municipality of North Cowichan (population 31,990) is located in the beautiful Cowichan Valley on Southern Vancouver Island, between Nanaimo and Victoria. Reporting to the Director, Operations and a key member of the Operations Management Team, the successful applicant will be responsible for managing the Municipality's three water systems, four treatment facilities and associated water and sewer distribution systems. The ideal candidate will have considerable experience with safety, workplace procedures and infrastructure management, a proven record managing in a unionized environment and excellent interpersonal skills. We seek an individual who will be responsive to the public, have a reputation of being passionate about public service and improving service delivery. Excellent financial management and computer skills and construction and maintenance experience in municipal operations are also required of this position.

The successful candidate for this position possesses an open, team-oriented leadership style and welcomes the challenge of seeking continuous improvements in organizational efficiency.

Required Skills, Qualifications, and Abilities:

  1. Diploma in civil engineering technology and certification in BCEOCP Class lll Water Distribution, Class ll Wastewater Collection, Level l Water Treatment, or a comparable technical training, in addition to seven (7) years of experience in a municipal engineering and operations environment.
  2. Minimum of five (5) years of experience in progressive leadership positions, in a unionized environment, resulting in a demonstrable ability to effectively lead a department.
  3. Demonstrable theoretical and practical knowledge of the tools, equipment, materials and techniques related to the installation, repair and maintenance of water, storm and sanitary sewer systems, including but not limited to pumps, pressure reducers, storage tanks, chlorinators, and utility services.
  4. Superior verbal and written communication skills, interpersonal skills, and public relations skills.
  5. Ability to develop and maintain positive relationships with the public, key community partners, industry stakeholders, and internal departments.
  6. Working knowledge of municipal legislation, regulations, policies, and procedures.
  7. Working knowledge of and demonstrable ability to operate Microsoft Office programs including Word, Excel, Outlook, GIS, SCADA, database software, and computer-based information systems for building records and to work within such related record programs with good keyboarding skills.
  8. Demonstrable ability to organize and maintain related asset management programs, maintenance programs, records, and to prepare reports.
  9. Thorough knowledge in Municipal Engineering design and construction standards, project and contract management assisting with budget preparation.
  10. Must display sound judgment and be capable of working with minimal supervision while recognizing and addressing liability risks.
  11. Thorough knowledge of, and commitment to, WorkSafeBC regulations and safety procedures.
  12. Demonstrable knowledge of plans, grade, elevation, and layout.
  13. Possession and maintenance of a valid Class 5 B.C. Driver's License; a satisfactory current driver's abstract will be required.
  14. The position may be physically demanding; candidate must be able to successfully perform all duties associated with the position. A medical certificate attesting to suitability for this position may be required.
