The Police Review Commission (PRC) will be responsible for overseeing the police complaints process for all police services in Alberta and will have approximately 150 staff. Following implementation, the PRC will be at the forefront of leading and supporting police services through a significant change in process and philosophy.

Role Responsibilities

The PRC is seeking a dynamic leader to serve as Manager, Training and Development. In this role, you’ll lead the design, delivery, and evaluation of the Police Review Commission’s training and onboarding frameworks.

Key Responsibilities

  • Guiding a team responsible for supporting staff development across a range of operational areas, such as resolution, investigations, and case coordination.
  • Leading the creation of training programs, and the effective and efficient delivery of these programs to PRC staff, including continuous improvement, review and evergreening of courses and content.
  • Building collaborative, open, and consultative relationships and partnerships with multiple complex stakeholders for the purpose of developing and updating a training framework for the PRC.
  • Providing advice on issues management and determining the appropriate sequencing of actions and decisions to support outcomes.
  • Maintaining the security of records, including appropriate disposition of transitory information, and ensure staff handle records appropriately.
  • Tracking staff progress, completion rates and openness to change and identifies areas that may require additional support for change.

This leadership role involves strategic thinking, project oversight, adult learning expertise, and stakeholder collaboration. Aligning training with agency priorities will build public trust and establish a strong foundation for police oversight. Your work will shape how the Police Review Commission equips employees, enhances service consistency, and supports organizational transformation.

Qualifications

A university degree (4 years) in education, public policy, sociology, criminology, or a related field, plus a minimum of four (4) years of progressively responsible experience in training design, adult learning, or staff development.

Required

  • Expertise in adult learning theories and training methodologies.
  • Experience developing onboarding programs and multi-modal training (e.g., e-learning, scenario-based learning).
  • Knowledge of public sector legislation, particularly the Police Act.
  • Experience with learning management systems and training evaluation metrics.

Assets

  • Experience in project management, quality assurance, and contract oversight.
  • Familiarity with government procurement, HR, and IT processes.
  • Strong facilitation, consulting, and communication skills.

This is a full-time permanent position located in Edmonton or Calgary. Some travel within Alberta may be required, thus a valid Class 5 driver’s license is required.
