Overview

Job Summary: Are you ready to shape the flow of Toronto’s streets and keep the city moving? As Manager of the Congestion Management Planning Unit, you’ll be at the forefront of one of the city’s most vital operations, ensuring our roads remain safe, efficient, and accessible for everyone. Reporting to the Director of Traffic Management, you’ll lead a high-impact team in planning and coordinating road and right-of-way closures related to construction, development, special events, and utility work.

From pedestrians and cyclists to drivers and transit riders, your work will help ensure that all Torontonians can move through the city safely and smoothly. You’ll also oversee a skilled team of work zone coordinators who review permits and orchestrate the logistics of construction closures, making sure the City and third-party partners align in keeping Toronto on the move.

Major Responsibilities
  1. Lead a diverse portfolio of traffic management and mobility initiatives, coordinating traffic around planned events and minimizing conflicts with ongoing construction and maintenance activities.
  2. Plan and develop traffic management and communications strategies that proactively mitigate congestion and help residents and visitors navigate the city.
  3. Manage work zones and construction activity within the public right-of-way, ensuring safe, coordinated, and efficient use of streets and reviewing road occupancy permits.
  4. Oversee traffic mitigation plans for capital construction programs and capital utility programs, coordinating with City divisions to prioritize safety and accessibility for vulnerable road users.
  5. Lead the review and approval of road occupancy permits and provide guidance to minimize disruption from private development activity.
  6. Prepare construction staging reports for Council consideration and provide strategic input on congestion mitigation strategies, in collaboration with internal and external partners.
  7. Collaborate with the Active Traffic Management Unit, Toronto Police Service, TTC, and other City partners to implement congestion mitigation and operational improvements.
  8. Oversee the City’s Construction Hub Coordination Program to manage complex construction zones efficiently.
  9. Lead the Smart Commute Program to promote sustainable travel options and support climate goals (transit, cycling, walking, carpooling).
  10. Foster a high-performing team culture, manage daily operations, set performance standards, monitor staff progress, and support professional development.
  11. Manage the unit budget and contribute to policy development and long-term planning for the division.
  12. Analyze traffic issues (pedestrian safety in school zones, transit delays, congestion hotspots) and develop technically sound solutions that comply with legislation and standards.
  13. Represent the division at public meetings, brief elected officials, and engage with external agencies and the public to address traffic matters.
Qualifications
  1. Completed post-secondary education/training pertinent to the job function (Engineer preferred) or an equivalent combination of education and experience.
  2. Extensive experience in multi-model traffic and transit operations, including traffic signal operations, ITS strategies, traffic flow analysis, and Vision Zero safety initiatives.
  3. Considerable management experience in municipal or related environments with strong leadership outcomes.
  4. Experience leading complex projects with innovation and results-oriented leadership.
  5. Experience managing a diverse workforce in fast-paced, politically sensitive, customer-focused environments.
  6. Experience interpreting and applying traffic-related legislation, including the Highway Traffic Act and Provincial Offences Act, especially in automated enforcement contexts.
  7. Ability to represent the division with senior management, elected officials, external agencies, and the public.
  8. Ability to lead change within a complex organization and manage diverse stakeholder needs in a unionized environment.
  9. Ability to function as a fully accountable program leader and as a member of a management team.
  10. Excellent strategic, analytical, and planning skills with strong technical capability.
  11. Strong financial, business management, and entrepreneurial skills with knowledge of accounting principles.
  12. Understanding of contract management, including preparing tender documents, contract agreements, and monitoring contracts.
