Location: Various Project Offices located within the Greater Toronto Area

Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Metrolinx is an agency of the Government of Ontario.

Our Third Party and Agreements Team within the Capital Projects Group (CPG) is seeking to fill a Manager position to provide leadership, subject matter expertise, and management oversight specific to traffic and transportation necessary for the delivery of capital infrastructure projects within CPG. The traffic and transportation manager is responsible for developing and maintaining strong internal and external relationships with relevant municipal/regional partners, government groups and/or communities during all stages of planning, design and construction.

What will I be doing?
  • Provide strategic direction and oversight to a multi-disciplinary team of professionals working on the design and construction of Metrolinx capital projects, specific to traffic and transportation including obtaining traffic related approvals, resolving major traffic issues, and securing municipal approvals during the full lifecycle of a project.
  • Work collaboratively with the design team to ensure necessary guidelines and specifications are conformed with to receive sign off and approval from authorities having jurisdiction, including working with necessary municipal partners to ensure project agreement language is correct in order to receive design stage sign off.
  • Assist in the development of plans, for a one-to-three-year horizon for traffic and transportation requirements including:
    • Implement strategies that enable effective coordination with stakeholders to secure permits and approvals critical to the progress and timely completion of projects.
    • Oversee the administration, tracking and reporting of all interactions related to approvals with relevant traffic related stakeholders across projects.
    • Review Traffic and Transit Management Plans (TTMPs), Traffic Control Plans (TCPs) and other traffic related deliverables from project teams and develop strategies to ensure consistency in across all projects.
  • Cultivate and actively manage critical relationships with multiple internal and external stakeholder groups together with government partners (e.g. Ministry of Transportation, Infrastructure Ontario, regional/local municipalities and transit agencies) to facilitate the execution of capital project objectives and promote the public reputation of Metrolinx; understand the political landscape.
  • Lead a team through difficult and complex regulatory road closure approvals, and permits, and resolve traffic/transportation issues required for the successful delivery of individual projects.
  • Enable the discussion, negotiation and resolution of key technical and stakeholder issues and foster collaboration between Metrolinx and third-party stakeholders to mitigate risks, ensure communication and assist in resolving major traffic and transportation issues.
  • Organize, lead technical working groups with various external stakeholders such as municipal and provincial government bodies and authorities having jurisdiction.
  • Implement risk mitigation measures to mitigate traffic and transportation related delays, ensure compliance with Metrolinx policies and procedures, design and schedule requirements throughout the lifecycle of a project.
  • Champion creativity and innovation to develop and implement a strategic vision to support delivery of the projects. Align corporate objectives while fostering a culture of continuous improvement.
  • Provide leadership, mentorship, and guidance to a high-performing team of Project Managers, ensuring support across Project Delivery Teams and Technical Advisors.
  • Report to senior management on status of relevant traffic and transportation issues and associated risks. Escalate issues as required.
What Skills and Qualifications Do I Need?
  • Demonstrated experience in progressively more responsible project management roles within a municipal transportation/transit infrastructure design, construction, planning and/or engineering environment.
  • Completion of a degree in engineering, applied science, transportation planning or a related discipline – or a combination of education, training, and experience deemed equivalent.
  • Thorough knowledge of third-party traffic and transportation requirements for transportation and transit infrastructure projects, traffic related permit approvals required for transit infrastructure projects.
  • Knowledge of traffic operations, capital infrastructure coordination, transportation planning, traffic modeling, railway corridor infrastructure, and related construction projects.
  • Knowledge of Highway Traffic Act, Ontario Traffic Manual Books, City of Toronto Act, Planning Act, Metrolinx Act, and Municipal Code.
  • Political acuity is crucial to be aware of issues in multi-stakeholder engagements, processes and outcomes that may influence the organization’s strategic direction and reputation.
  • Excellent interpersonal, collaboration, and communication skills, with experience in successful multi-stakeholder engagements are essential.
    Demonstrated risk assessment skills to avoid punitive (e.g. financial, time, reputation) damages related to regulatory road closure approvals and permits from municipal partners.
  • Negotiating skills to navigate between multiple parties with differing perspectives that facilitate the accomplishment of the Third Party and Agreements Group’s objectives.
  • Experience with projects applying Public/Private Partnership, Progressive Design-Build, Alliance procurement models would be highly beneficial.
    Possession of a related designation, such as P.Eng., RPP and/or Project Management Professional (PMP) is an asset.
