Job Description

Position Summary

Reporting to the Director of Human Resources, the Manager of Total Rewards and HR Programs is responsible for providing professional support, guidance, and advice to Senior Officers, Managers, Supervisors, and members on various HR processes, including labour relations, workplace conflicts, performance management, and HR records management, ensuring compliance with legislation, collective agreements, and policies. The role involves researching, recommending, and implementing new policies, practices, and technology to improve member and supervisor experiences and efficiency. The manager will oversee salary administration and HR systems, and directly manage staff in the Total Rewards and HR Systems area.

Major Responsibilities

  • Coordinate with the Regional Municipality of Niagara and external consultants on EIS systems implementation and upgrades.
  • Represent the Service in regional initiatives for new programs and systems to meet organizational needs.
  • Lead procurement processes for external services, including benefit carriers and consultants.
  • Oversee EIS programs, technology, and infrastructure to ensure compliance and effectiveness.
  • Participate in system upgrades and technology solutions research.
  • Manage benefits, pension, and salary administration functions, ensuring legislative and policy compliance.
  • Prepare reports, presentations, and recommendations for leadership.
  • Develop and review policies and programs for approval.
  • Manage daily operations and staff development in benefit administration, job evaluation, and employee services.
  • Develop performance metrics and data analysis tools for organizational decision-making.
  • Coordinate with Communications and external providers on HR matters.
  • Oversee Job Classification Programs and ensure Pay Equity Act compliance.
  • Assist in digitizing HR records via an ECM framework.
  • Lead change management initiatives within the HR team and the Service.
  • Provide training on EIS technology to Service members.
  • Perform other related duties as assigned.

Job Specifications

  • University degree in Human Resources, Labour Relations, or related field.
  • Minimum of a CHRP or CHRL designation, in good standing with the HRPA.
  • At least 7 years of experience in a similar unionized environment, including 3 years managing staff.
  • Deep knowledge of relevant legislation such as Employment Standards Act, Human Rights Code, AODA, Pay Equity Act.
  • Proficiency in MS Office, Peoplesoft, People Tools, KRONOS, or similar HRIS systems.
  • Strong interpersonal, communication, analytical, and decision-making skills.
  • Valid G driver’s license.
