Manager Tobacco and Cannabis Programs

This employment opportunity is restricted to residents of Iqaluit only.

Reporting to the Territorial Director, Population Health, the Manager, Tobacco and Cannabis Programs provides leadership and expertise in policy and program design and development to help with promotion and prevention of the harms associated with tobacco and cannabis, which also includes vaping, and edible products. The position leads a team that is responsible for providing content expertise and operational direction for a division charged with implementing the Government of Nunavut (GN) strategy for Tobacco prevention, reduction/cessation and denormalization. The Manager also leads an additional team in the development and implementation of strategies to reduce the harms of cannabis in Nunavut.

The Manager provides guidance and support in delivering programs to health care providers, health and wellness workers, and the general public in all 25 Nunavut communities. The Manager works closely with other Health divisions, other GN departments (such as the Department of Finance, Justice, and Education), as well as non-governmental organizations, including Nunavut Tunngavik Incorporated, to ensure that tobacco control and cannabis harm reduction is incorporated into departmental policies, priorities and initiatives. As an expert in tobacco control and cannabis legislation, the Manager provides subject matter advice to all levels of government and works to improve the overall health of Nunavummiut.

The knowledge, skills, and experience required for this job are usually obtained through a recognized Undergraduate degree in a health-related discipline along with three (3) years’ experience in health promotion, population/public health or related field. Two (2) years of supervisory experience is also required. Tobacco certification i.e. TEACH Certification (Training Enhancement in Applied Cessation Counselling and Health) or Certified Tobacco Educator are considered assets. This is a Highly Sensitive Position and a satisfactory Criminal Record Check, along with a clear Vulnerable Sector Check is required.

The Official Languages of Nunavut are Inuktut, English and French. Applicants may submit their resume in any of the official languages of Nunavut. Fluency in more than one of Nunavut’s official languages would be considered an asset. Knowledge of Inuit communities, culture, land, Inuit Qaujimajatuqangit, Inuktut and experience working in a northern cross-cultural environment are also considered assets.
