DIRECTOR OF HUMAN RESOURCES (Hybrid Role) Full-time permanent role : Hearst (ON), Timmins (ON), or Saint-Leonard (QC) Role Summary : The Director of Human Resources is a strategic and hands-on leadership role accountable for driving Pepco’s HR and safety compliance strategy across five Northern Ontario and one Montreal location. Reporting to the CEO, this role leads a cross-functional HR team in all HR functions, including talent acquisition, performance management, employee relations, training and development, and total compensation. In addition, the Director plays a key role in leading health and safety initiatives, including CVOR compliance, site safety audits, training, and regulatory adherence, in close partnership with operations. This position is pivotal in promoting an inclusive high-performing workplace culture, supporting organizational change, and aligning workforce strategy with business objectives such as acquisitions and operational planning. Key responsibilities include senior leadership collaboration, managing multi-site HR / HS operations, and implementing data-driven, people-centric solutions. The role requires approximately 25% travel to operational sites, with the remaining time spent working in a hybrid arrangement.

  • Ideally, the candidate will live in either Hearst (Ontario) or Timmins (Ontario). We will also be accepting applicants in Montreal, QC to work out of our Saint-Leonard, QC office. Strategic HR Leadership : Develop and execute annual tactical HR plans that align with corporate objectives and foster a high-performing, values-driven culture. Partner with senior leadership to embed cultural values throughout policies, programs, and practices. Champion change management initiatives to support business transformation and employee engagement. HR Operations and Performance Management : Oversee day-to-day HR operations across all sites, ensuring consistent and compliant practices. Direct the performance management process to drive employee development and organizational accountability. Implement targeted training programs to address skills gaps and support continuous growth. Safety and Compliance : Lead the corporate Health & Safety program with a behavior-based approach that prioritizes daily safety practices. Ensure compliance with federal, provincial, and local safety regulations. Oversee audits, training, incident investigations, and corrective actions. Support transportation compliance through driver safety initiatives and regulatory reporting. Develop and maintain competitive total compensation strategies through market benchmarking and performance-based adjustments. Manage benefits renewals and lead annual wage budgeting, providing financial oversight and headcount planning support to department leaders. Mentor and manage HR / HS team members to enhance department capabilities and individual growth. Set clear performance expectations and continuously evaluate effectiveness to ensure high-impact HR delivery aligned with strategic objectives. Talent Strategy and Workforce Planning : Lead strategic talent acquisition to attract and retain top-tier candidates, including leadership roles. Drive proactive workforce and succession planning aligned with long-term business goals. Support organizational growth initiatives, including M&A integration and workforce transitions, through clear communication and harmonized policies. Hybrid role : 3 days per week working on site and 2 days working from home office. Typical schedul e : Monday to Friday, 40 hours per week, occasional overtime depending on business needs. 25% (or 1 week / month) of travel to the various sites across northern Ontario. Bilingual Communication : Fluency in French and English is mandatory, with strong written and verbal communication skills across both languages. Bachelor’s degree in human resources management, business administration, organizational development, or related field required. License : Valid Class 5 or G license required. Proficient in Microsoft 365 (Word, Excel, PowerPoint, Outlook), with advanced computer literacy. Experience : 10+ years of progressive experience in human resources, including 5+ years in senior HR management roles, with direct oversight of health and safety compliance programs preferred. having designed, implemented and sustained a Great Place to Work Canada certification for a previous employer is considered a strong asset. Regulatory Expertise : Deep knowledge of Canadian employment and occupational health and safety legislation, particularly in Ontario and Quebec, including WSIB and CNESST requirements. Well-Rounded HR Background : Demonstrated hands-on experience as an HR generalist with a track record of successfully developing, launching, and sustaining HR programs. Strong analytical and organizational capabilities, using data-driven insights to solve problems, support decision-making, and adapt effectively in a fast-paced, evolving environment.
