Job summary

GrandBridge Corporation in Cambridge, Ontario, is seeking a Manager, System Control & Emergency Management to lead the 24/7 Control Room and emergency management programs. You will direct outage response, real-time grid operations, and restoration efforts while ensuring UWPC compliance and safety.

The role requires 7+ years in electrical distribution, strong leadership, and the ability to coordinate with IESO, Hydro One, and emergency services.

Qualifications

• Post-secondary education in electrical engineering, electrical technology/technician, emergency management, business administration, or related field.
• MEARIE Journeyperson Electrical Operator Program or equivalent training with demonstrated competence.
• Advanced knowledge of UWPC and related switching/restoration requirements in a utility environment.
• Minimum 7 years of progressively responsible experience in an electrical distribution utility with System Control/grid operations.
• Progressive leadership experience including coaching, performance management, and cross-team coordination.
• Knowledge of Ontario electrical utilities and regulatory/safety environment (OHSA, IHSA/EUSA, Distribution System Code).
• Working knowledge of SCADA, OMS, and GIS in distribution operations.
• Experience with emergency preparedness, response, business continuity, outage restoration or major incident coordination.
• Ability to make sound decisions under pressure and manage multiple priorities.
• Excellent written and verbal communication with executives, employees, and external partners.
• On-call availability and after-hours support during emergencies or outages.
• Valid Class G Driver's Licence with clean record.
• Proficiency with Microsoft 365 applications.
• ABCP/CBCP or similar emergency management designation preferred.

Responsibilities

• Provide leadership to the 24/7 Control Room and Emergency Management functions, building a high-performing team with clear accountabilities.
• Oversee safe, reliable operation of the electrical distribution system, including real-time monitoring, outage response, switching, isolation, and restoration.
• Review and approve complex switching orders ensuring UWPC compliance and safety.
• Lead incident response during outages and emergencies with timely communications to leaders and field teams.
• Maintain Power Restoration Plan and the emergency management framework; ensure plans are current and tested.
• Lead risk assessments, drills, exercises, and lessons-learned reviews; track corrective actions.
• Ensure staff are trained for their emergency roles and standby for activation.
• Coordinate incident management and business continuity across lines of business during events.
• Ensure compliance with relevant regulatory requirements and safety standards.
• Maintain relationships with IESO, Hydro One, LDCs and emergency services for coordinated operations.

What You Will Do:

The Manager, System Control & Emergency Management is accountable for the safe, reliable, and efficient operation of GrandBridge Energy's electrical distribution system and for leadership of the organization's emergency management and business continuity programs. The role provides leadership and direction to the 24/7 Control Room, ensuring System Control personnel are trained, supported, and prepared to respond to routine operations, outages, and major system events. The Manager is expected to maintain the technical competence and operational knowledge required to support System Control activities directly when needed, including a strong working knowledge of the Utility Work Protection Code (UWPC), switching practices, outage restoration, and real-time grid operations. The role also provides enterprise leadership for emergency preparedness, response planning, business continuity, exercises, and coordination with internal and external partners.

Provide leadership, direction, coaching, and performance management for the Control Room and Emergency Management functions, building a high-performing team with clear accountabilities, effective succession planning, and strong technical capability.

• Ensure effective 24/7 System Control coverage, including shift scheduling, staffing contingency plans, training, qualification, and operational readiness. Maintain sufficient personal operating competency to provide qualified back-up support in the Control Room during emergencies, critical system events, or other operational needs.
• Oversee the safe and efficient operation of the electrical distribution system, including real-time system monitoring, outage response, switching, isolation, restoration, and coordination with field personnel.
• Review and approve complex overhead and underground distribution switching orders and ensure System Control practices comply with the Utility Work Protection Code (UWPC), company operating procedures, and applicable safety requirements.
• Lead operational response during significant outages and emergencies. Ensure system status, outage information, restoration priorities, and operational risks are accurate, timely, and effectively communicated to leaders, field teams, customers, and external partners as appropriate.
• Own and maintain the Power Restoration Plan and the organization's emergency management and business continuity framework. Ensure plans are current, practical, tested, and integrated with Control Room operations.
• Lead or oversee risk assessments, emergency preparedness activities, business continuity planning, mitigation strategies, emergency drills, tabletop exercises, and lessons-learned reviews. Track corrective actions through to completion.
• Ensure staff are trained and prepared to perform their assigned emergency roles and that emergency response structures, call-out processes, contact lists, facilities, and supporting documentation remain ready for activation.
• Provide leadership during incident management and business continuity events, coordinating response and recovery activities across lines of business and supporting sound, timely decision-making under pressure.
• Ensure compliance with applicable requirements, including the Distribution System Code, Market Participant Requirements, Ontario Power System Restoration Plan, Occupational Health & Safety Act, IHSA/EUSA requirements, and other regulatory or legislative requirements affecting System Control, emergency management, and business continuity.
• Maintain strong working relationships with the IESO, Hydro One, neighbouring LDCs, municipalities, emergency services, government agencies, and other partners to support coordinated grid operations, emergency response, restoration, and Mutual Aid arrangements.
• Ensure SCADA, OMS, GIS, communications systems, and other operational technologies supporting the Control Room are used effectively and that reliability, cyber/operational readiness, maintenance, and upgrade needs are identified and escalated.
• Lead continuous improvement of Control Room programs, policies, procedures, operating agreements, emergency plans, and work practices. Use system and outage data to identify opportunities to improve safety, reliability, resilience, restoration performance, and operational efficiency.
• Participate in daily job planning and operational meetings and contribute operational input to short- and long-term distribution planning, system capacity assessments, capital budgets, station, and feeder rebuild forecasts, and grid modernization initiatives.
• Maintain and develop Customer Operating Agreements and other operating protocols required to support safe and coordinated distribution system operation.
• Act as a visible champion of a proactive safety culture and ensure operational decisions consistently place employee, public, and system safety first.

What You Will Bring

• Post-secondary education from a college or university in electrical engineering, electrical technology/technician, emergency management, business administration, or a related field, or an equivalent combination of utility training and experience.
• Successful completion of The MEARIE Group's Journeyperson Electrical Operator Program, or equivalent recognized System Control Operator training and experience, with demonstrated competence to operate an electrical distribution system.
• Advanced practical knowledge of the Utility Work Protection Code (UWPC) and demonstrated experience applying work protection, switching, isolation, and restoration requirements in a utility operating environment.
• Minimum 7 years of progressively responsible experience in an electrical distribution utility, including significant experience in System Control, grid operations, job planning, stations, SCADA, distribution operations, or a closely related operational function.
• Progressive leadership experience, including coaching, performance management, training, incident leadership, and coordinating work across operational teams.
• Knowledge of Ontario electrical distribution utilities and the operational, regulatory, and safety environment, including OHSA, IHSA/EUSA requirements, Distribution System Code, and Market Participant requirements.
• Working knowledge of operational technology used in distribution operations, including SCADA, OMS, and GIS.
• Experience with emergency preparedness, emergency response, business continuity, outage restoration, or major incident coordination.
• Ability to make sound decisions under pressure, manage multiple priorities, and provide clear leadership during system emergencies and other time-sensitive events.
• Excellent written and verbal communication skills, with the ability to communicate technical and operational information to executives, employees, external agencies, and other stakeholders.
• Available to participate in an on-call rotation and provide after-hours support during emergencies, outages, and significant operational events.
• Valid Class G Driver's Licence with an insurable driving record.
• Fully proficient with Microsoft 365 applications.
• Associate Business Continuity Professional (ABCP), Certified Business Continuity Professional (CBCP), or other recognized emergency management/business continuity designation is preferred.
• Experience developing and exercising utility emergency response plans and business continuity programs.
• Experience coordinating Mutual Aid arrangements and working with the IESO, Hydro One, neighbouring LDCs, municipalities, or emergency services.
• Experience leading Control Room modernization, SCADA/OMS improvements, grid automation, or operational readiness initiatives.
