The Manager Supply Chain is responsible for overseeing the procurement and contracting functions for the hospital, ensuring compliance with Ontario government procurement regulations, including the Broader Public Sector (BPS) Procurement Directive, Canada Free Trade Agreement (CFTA), Canadian-European Comprehensive Economic Trade Agreement (CETA), Building Ontario Businesses Initiative (BOBI) and Modern Slavery Bill S-211.

Provide tactical and strategic procurement of commodities, supplies, equipment, including biomedical equipment, and services to be used by ROH, and coordinate efforts with various departments to maintain appropriate inventory levels and mitigate corporate risk and balancing demand with broader organizational need.

Duties

  • Strategic procurement and contract management
  • Maintain procurement templates and documentation in accordance with legislation
  • Assist in development of RFP stakeholders' requirements and specifications as required
  • Contract Management, Negotiation and Governance on all services and equipment
  • Establish and manage the acquisition strategy, including the Request for Information (RFI), Request for Quotation (RFQ), Request for Proposal (RFP), Request for Tender (RFT), and contract negotiation processes.
  • Strategic sourcing for all clinical and non-clinical goods, services and equipment
  • Assurance of sourcing compliance
  • Capital equipment management
  • Logistics / site operations management
  • Accountable for the effective delivery of quality improvement initiatives within position portfolio
  • Promote product standardization through identification of contracting opportunities and/or participation in group purchasing.
  • Investigate and respond to product recalls, product alerts, and end-user product complaints.
  • Ensure Supplier meetings and management of awarded business agreements are undertaken as per policy;
  • Identify opportunities for non-contract spend reviews;
  • Able to address expiring contracts, Slow moves/No moves and Single item Vendors in the warehouse;
  • Develop vendor management processes (e.g. contract compliance and vendor performance measures)
  • Regulatory Compliance and Policy Development
  • Administrate BPS, BOBIA and Bill S-211 regulatory requirements, prepare pertinent information including providing reports and annual submissions
  • Support, educate, and provide guidance to SS Team on Trade Agreements to ensure procurement compliance and its associated procurement reporting to government agencies
  • Accountable for the quality of delivery and HR policy adherence of a large staffing contingent
  • Prepare meeting agendas, minutes, presentations, communications, and training materials as required
  • Support financial goals and objectives and provide exceptional customer support.
  • Collaborating with finance teams to ensure compliance with budgetary guidelines and Broader Sector Public Procurement Directives.
  • Assisting in financial analysis and forecasting related to procurement operations.
  • Addressing customer inquiries and concerns promptly and professionally.
  • Work in a manner that complies with staff and patient/client safety practices, policies and procedures of The Royal.

Qualifications

  • 3-year Undergraduate Degree in Business, Health Administration, Supply Chain or related field required.
  • 5 years’ experience in project management for the implementation of continuous improvement initiatives and systems
  • 5 years of public sector procurement, contract management, and strategic sourcing
  • 3 years of Preferred experience leading procurement teams in healthcare setting
  • Knowledge of a Warehouse Management System
  • Proficiency in ERP and Procurement systems
  • Excellent negotiation, contract management and vendor relations skills
  • Strong analytical and problem solving ability
  • Strong knowledge of government procurement policies, contract law, and public sector compliance standards.
  • Advanced skill level required for MS Word, Power Point, and Outlook
  • SCMP (Supply Chain Management Professional) or OPBA (Ontario Public Buyers Association) or Professional Certification in Supply Chain logistics (P.log) or equivalent procurement certification.
  • English level A- is mandatory in oral expression, oral comprehension, reading and writing. Bilingual (French/English) is considered an asset.

Salary Range: 53.32 to 63.66 per hour
