Job summary

Seaspan Shipyards in North Vancouver seeks a strategic Manager, Subcontracts to lead outsourcing, planning and execution of major subcontracted work packages. The role manages a team of Project Managers and Subcontract Specialists, driving supplier development and continuous improvement within a hybrid work arrangement after onboarding.

Qualifications

  • Bachelor’s degree or equivalent with relevant experience in procurement across services and large equipment in project environments.
  • Strong planning and resource management skills to meet objectives.
  • Experience supervising people and managing resources to achieve results.
  • Industry certifications such as PMAC/SCMP/CPIM are desirable.

Responsibilities

  • Develop and execute the shipyard’s outsourcing strategy to align capacity with production schedules and program objectives.
  • Lead commercial negotiations for complex subcontract agreements to meet commercial, contractual and operational goals.
  • Own financial performance and reporting of the subcontract portfolio, including budget, forecast, cost control and risk management.
  • Lead a high performing team of Project Managers and Subcontract Specialists with coaching and career development.
  • Establish priorities, allocate resources and ensure subcontracted work across multiple programs is executed effectively.
  • Drive supplier development to improve quality, delivery reliability and cost competitiveness.
  • Champion continuous improvement and implement subcontract management processes.
  • Collaborate with Engineering, Production, Planning, Quality and PMO to support integrated delivery.
  • Ensure governance, contract obligations and procurement policies are followed.
  • Support selection of external consultants/advisors and monitor outcomes.

The role manages a team responsible for the planning, sourcing, contracting and execution of major subcontracted work packages.

The Manager, Subcontracts provides strategic leadership for the shipyard's subcontracting and outsourcing function, ensuring the organization's capacity and capability requirements are met to support program execution. The role manages a team responsible for the planning, sourcing, contracting and execution of major subcontracted work packages.

Note: This position qualifies for an optional hybrid work schedule after 90 days of onsite work and onboarding. Employee will be subject to the terms of the Flexible Work Policy Agreement.

What You'll Do
  • Develop and execute the shipyard's outsourcing strategy, to ensure capacity and capability requirements are aligned with production schedules and long-term program objectives.
  • Lead commercial negotiations for complex subcontract agreements, ensuring commercial, contractual and operational objectives are achieved.
  • Own the financial performance and reporting of the subcontract portfolio, including budget development, forecast, cost control and risk management strategies.
  • Lead a high performing team of Project Managers and Subcontract Specialists, providing coaching, mentorship, performance management and career development.
  • Establish team priorities, allocate resources and ensure effective execution of subcontracted work across multiple programs and work packages.
  • Drive supplier development initiatives to improve quality, delivery reliability and cost competitiveness.
  • Champion continuous improvement initiatives and implement subcontract management processes.
  • Collaborate closely with Engineering, Production, Planning, Quality and PMO teams to ensure subcontract activities support integrated program delivery.
  • Ensure compliance with internal governance, contractual obligations and procurement policies.
  • Participates in the selection of external consultants or advisors to deliver key projects and/or ad hoc services; ensures that business objectives and requirements are clearly understood and monitors outcomes, taking appropriate remedial action where necessary.
  • Identifies and communicates the actions needed to implement the function's strategy and business plan within the business area or department; explains the relationship to the broader organization's mission, vision, and values; motivates people to achieve business goals.
What You'll Bring
  • Bachelor's degree in Engineering, Business, Science, Finance or Law, or an equivalent combination of education and experience.
  • Minimum 6 years of experience in Procurement including experience managing the procurement of services and large/strategic equipment in project environments, preferably in the shipbuilding industry.
  • Experience in planning and managing resources to deliver predetermined objectives.
  • Minimum 3 years of experience in supervising and directing people and other resources to achieve specific end results.
  • Professional certification or training through an accredited procurement society such as the Purchasing Management Association of Canada (PMAC) or New Supply Chain Management Professional (SCMP), The Logistics Institute (P. Log.), American Purchasing Society or The Association for Operations Management (APICS) CPIM program is desirable.
  • Shipbuilding experience is an asset.

The estimated salary for this position is $135,000 - $165,000. In determining final salary, Seaspan considers many factors including the successful Candidate's skills and experience as well as position location and internal equity. The final base salary offer will be at the Company's sole discretion and presented as part of a competitive total compensation package.
