Job description

Reporting to the Director, Service Planning & Integrity, you will provide leadership and strategic direction in the planning, implementation and evaluation of policies and programs that support improved service delivery to vulnerable clients within the housing and homelessness service system.

This can include the development of divisional strategic and services plans, as well the administration of system transformation initiatives such as coordinated access to housing.

Major Responsibilities:
  • Develops and implements policies, business processes and implements innovative and system transformational solutions to program related challenges and issues
  • Anticipates and identifies emerging trends, opportunities and challenges and makes recommendation to senior management regarding program improvement or development.
  • Prepares briefing notes, reports, research analysis, fact sheets, dashboards, newsletters and communication materials for Council, media, community partners and clients through a variety of means and forums including conferences, seminars, workshops, web-based media, presentations, and facilitations of internal/external committees and workgroups.
  • Monitors, conducts investigations and provides responses related to audits and service complaints, and seeks effective resolutions and makes recommendations for service improvements based on findings.
  • Leads the improvement of divisional performance through analysis, development and implementation of improved policies, programs, business intelligence, risk management, and quality assurance frameworks.
  • Develops performance measures and implements solutions related to data collection processes, analytics, data visualization and reporting.
  • Establishes divisional strategic frameworks and programs and provides oversight and guidance on best practices, tools and metrics to promote consistency, collaboration and efficiency.
  • Manages, motivates and trains the unit's staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
  • Supervises the day to day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and controls vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments and recommends disciplinary action when necessary.
  • Develops, recommends and administers the annual budget for the unit, and ensures that the unit's expenditures are controlled and maintained within approved budget limitations.
  • Cultivates a culture of continuous improvement within the Unit, evaluating program delivery on an ongoing basis in consultation with staff, senior management, service users and partners and implementing and managing change improving effectiveness and efficiency.
  • Ensures excellent customer service through improvement strategies including communications, training, public education, development of best practices and ongoing engagement to both internal and external customers.
  • Prepares reports and provides advice to City Council, City Manager and Senior Management Team in support of sound decisions for the City. Attends Committee meetings to answer questions or provide clarification as required by Members of Council.
  • Enhances divisional outcomes by managing a wide range of complex, high profile projects involving multiple stakeholders, extended timelines and establishing project scope, action plans, and identifying critical success factors.
  • Represents the Division and the City at relevant inter-divisional, Corporate, inter-governmental consultations and external groups involved with housing and homelessness issues that impact the City of Toronto.
  • Influences provincial and federal government legislation, regulation, policy and programs by effectively presenting and communicating strategic policy and program insights to senior level interests.
  • Collaborates with outside agencies and other municipal divisions to support specific programs and build effective relationships with community stakeholders, elected officials, the private sector and other funding partners to develop new partnership opportunities, leverage resources and build support for carrying out the mandate.
  • Manages project teams consisting of divisional staff, interdivisional staff and potentially external partners and consultants
  • Ensures work is undertaken in a manner that complies with and supports City compliance with the Ontario Occupational Health and Safety Act (OHSA), other relevant codes and regulations and City policies.
Key Qualifications:
  • Considerable experience at a management level in developing and implementing programs and policies through leadership of program evaluation, data analysis and effective strategic planning initiatives.
  • Post secondary education in a discipline pertinent to the job function, e.g. public administration, social policy, etc, combined with relevant experience and/or an equivalent of education and experience.
  • Experience managing staff within an environment that promotes and fosters teamwork, strong ability to motivate and develop staff, conduct performance appraisals, handle labour relations matters and resolve conflicts.
  • Sound knowledge of current issues and trends in the field of housing and homelessness, and experience working in the housing and homelessness sector or related social policy field.
  • Considerable experience in managing complex projects with the ability to meet competing priorities and strong analytic and problem solving abilities.
  • Exceptional communication skills and experience in planning, developing, and implementing complex communications and reports.
  • Knowledge and skill in community development including the ability to establish effective working relationships with a variety of community service and support agencies, politicians, and other levels of government.
  • Well developed interpersonal skills with the ability to communicate and work effectively with staff of all levels in the organization.
  • Excellent leadership and organizational skills with the ability to function as a team leader and member of a management team.
  • Familiarity with relevant legislation and standards including legislation in the area of Occupational Health and Safety.
