We are seeking a Manager to lead and manage the Canadian AML/ATF Policy & Regulatory Reporting (“Regulatory Reporting”) Quality Assurance (QA) team. The role involves monitoring, quality controls (QC), and oversight of the Bank’s reporting obligations for Large Cash Transaction Reports (LCTRs), SWIFT, and non-SWIFT Electronic Fund Transfer Reports (EFTRs) as mandated under the Proceeds of Crime (Money Laundering) Terrorist Financing Act (PCMLTFA). The Manager ensures all activities, strategies, plans, and initiatives comply with relevant regulations, internal policies, and procedures.

Key Responsibilities include:

  1. Leading a customer-focused culture within the team to deepen client relationships and leverage broader Bank relationships, systems, and knowledge.
  2. Assisting the Senior Manager in management deliverables, including planning, documenting, evaluating, and maintaining a robust AML/ATF QA program for regulatory reports such as LCTRs, SWIFT, and EFTRs. Ensuring processes align with enterprise policies and FINTRAC standards, developing procedures, tools, and metrics, and employing an objective, statistically driven methodology.
  3. Developing and maintaining AML/ATF and sanctions training content, and maintaining a thorough understanding of the Bank’s AML/ATF policies related to reporting requirements.
  4. Preparing and maintaining QA review documentation, reporting findings, testing results, and recommending improvements to leadership.
  5. Monitoring QA review outcomes, reporting trends and performance, and recommending policy or procedural enhancements to support a sustainable AML/ATF program.
  6. Collaborating with partners and stakeholders (IT, AML Operations, Regulatory & Audit) to review audit findings and oversee remediation plans.
  7. Managing a team of AML/ATF Quality Assurance Specialists responsible for monitoring AML work, including remediation projects.
  8. Maintaining knowledge of domestic and international compliance regulations such as PCMLTFA, OSFI requirements, FATF, Wolfsberg Group principles, and the U.S. Patriot Act.
  9. Considering the Bank’s risk appetite and culture in daily activities and decisions.
  10. Fostering an environment of effective and efficient operations, ensuring controls meet operational, compliance, AML/ATF, and conduct risk standards.
  11. Building a high-performance team environment, attracting, developing, and retaining talent, and promoting an inclusive work environment.

Qualifications:

  • Bachelor’s degree or equivalent, with 3-5 years of AML/ATF experience including regulatory reporting, transaction monitoring, or EDDU. Strong understanding of LCTR, SWIFT, and EFTR reporting.
  • Certified Anti-Money Laundering Specialist (CAMS or CAMS-audit) or similar certification (ACFCS).
  • Strong strategic thinking, planning, and execution skills.
  • 1-2 years of relevant management experience.
