Job summary

Leduc County is seeking an experienced Manager – Rural Services to lead rural road operations and maintenance across the County, reporting to the Director of Road Operations, Agricultural and Fleet Services.

You will build teams, drive continuous improvement, manage budgets, develop asset management strategies, and coordinate with other departments to ensure safe, efficient transportation infrastructure for residents and stakeholders.

Qualifications

• Diploma or designation in civil engineering or related discipline (public works, infrastructure management).
• Minimum five years of management or supervisory experience.
• Experience in rural transportation infrastructure operations and asset management.
• Strong verbal and written communication and ability to deliver public presentations.
• Proficiency with Microsoft Office and data tools.
• Experience leading teams and working in public sector environments.

Responsibilities

• Lead rural road operations and maintenance programs across the County with leadership, direction, coaching and performance management.
• Oversee delivery and continuous improvement of maintenance programs for roads, drainage, vegetation and salt management.
• Provide oversight for seasonal operations including snow/ice control and spring recovery activities.
• Develop emergency preparedness measures and coordinate with other County departments for incident response.
• Contribute to lifecycle planning, asset management and capital project prioritization.
• Monitor service levels and performance metrics and identify opportunities for efficiency and sustainability.
• Develop and manage operating and capital budgets and prepare reports for leadership and Council.
• Ensure compliance with OH&S regulations and the Health, Safety and Wellness program.

As a leader within the Road Operations department, themanager contributes to the achievement of departmental strategic and operationalobjectives through effective service delivery, infrastructure stewardship,operational planning and responsible resource management.

What you will do

• Manages and supports staff responsible forthe delivery of rural road operations and maintenance programs throughoutthe County, providing leadership, direction, coaching and performancemanagement to achieve service delivery objectives.
• Responsible for the delivery and continuousimprovement of the rural road maintenance programs and service deliveryactivities throughout the County, including asphalt roads, gravel roads,drainage infrastructure, vegetation management and salt management.
• Providesmanagement oversight for seasonal operations programs, including snow andice control, spring recovery activities, dust suppression and drainagemanagement.
• Develops emergency preparedness measures andcollaborates with relevant County departments to support coordinatedresponse activities related to severe weather events, service disruptionsand operational incidents affecting County infrastructure.
• Leads the development, implementation andcontinuous improvement of maintenance practices for roads, drainagesystems and department infrastructure assets.
• Supports lifecycle planning through thecollection, analysis and use of infrastructure condition and performancedata and develops recommendations for maintenance, rehabilitation andreplacement priorities.
• Contributes to the development of short andlong term capital plans, operational plans and strategies and infrastructureinvestment priorities, utilizing asset management information to supportsustainable decision-making for the County's rural transportation network.
• Develops and monitors service levels andperformance measures for rural road operations programs and identifiesopportunities to improve service delivery, efficiency and sustainability.
• Collaborateswith all relevant County departments to support operational and strategicobjectives for transportation infrastructure.
• Communicates with residents, industryrepresentatives and stakeholders regarding program management and respondsto inquiries, complaints and concerns.
• Develops and manages operating and capitalbudgets, prepares reports and recommendations, plans and implementsprojects.
• Strives to continually enhance the qualityand delivery of services through efficiencies and innovation.
• Adheres to guidelines as set out in LeducCounty’s policies and administrative directives.
• Accountable for working in compliance withthe Alberta Occupational Health andSafety Act, Regulation and Code and participation in the Health,Safety and Wellness Program.
• Performs related duties as required.

What you need to succeed

Must-have

A diploma or designation in civil engineering, certified engineering technologist(C.E.T.), public works, infrastructure management or a related discipline.

Fiveyears of management or supervisory experience, preferably within the publicsector.

Experiencein rural transportation infrastructure operations, infrastructure assetmanagement, emergency management, seasonal maintenance operations and capitalplanning.

Aservice focus with strengths in a broad range of communication andinterpersonal techniques.

Strongverbal and written communication skills.

Theability to deliver public presentations and prepare clear, concise reports andrecommendations for senior leadership and Council.

Proficiencywith Microsoft Office suite of tools and other database and spreadsheetapplications.

Experienceworking with and leading teams.

Nice to have

Experiencedeveloping operational strategies, multi-year plans, asset management plans andbudget recommendations.

Knowledgeof municipal transportation systems, lifecycle asset management principles,service level management and infrastructure risk management practices.

Familiaritywith municipal governance, operations, infrastructure asset managementpractices and knowledge of rural communities.

The opportunity is permanent full-time and is 35 hours perweek scheduled Monday to Friday, with some extended hours to meet operationalrequirements. The office is located at 101-1101 5 St. Nisku, AB.
