PBC Solutions is looking for a Manager, Risk & Compliance to join our growing team!

Please note: PBC Solutions is headquartered in Saanichton, BC (a suburb of Victoria) with offices in Burnaby. We operate in a hybrid in-person and virtual environment, and the successful candidate must be based in BC, with regular presence at our offices in Saanichton or Burnaby.

The role will support future expansion into additional public and private sector projects.

Position Summary

Reporting to the SVP, Operations & Chief Services Officer (and temporarily to the Director, Privacy and Data Management), the Manager, Risk & Compliance, will develop, implement, and maintain the organization's Enterprise and Operational Risk Management and Compliance frameworks.

Primary Duties
Enterprise and Operational Risk Management
  • Lead the development and enhancement of a robust ERM framework aligned with strategy, regulations, and operations.
  • Manage risk identification, assessment, measurement, monitoring, and reporting processes across the organization.
  • Serve as the system administrator and SME for GRC platforms.
  • Establish risk appetite statements, KRIs, and ensure alignment with board and executive expectations.
  • Coordinate Business Resilience Program activities, including readiness, planning, testing, and documentation.
Project Risk Management
  • Provide oversight and advisory support for project risk management.
  • Collaborate with project teams to integrate risk assessment into project phases.
  • Facilitate risk workshops and maintain a project risk register.
  • Report on project risk exposure and track remediation efforts.
Audit Management
  • Support internal and external audits related to risk and compliance.
  • Manage responses to audit recommendations and monitor resolution status.
  • Maintain internal controls and assess their effectiveness.
Governance, Strategy, and Advisory
  • Advise leadership on emerging risks, regulatory updates, and industry benchmarks.
  • Ensure risk ownership and accountability across the organization.
  • Promote a risk-aware culture and embed risk considerations into business processes.
Reporting, Monitoring, and Regulatory Compliance
  • Develop risk dashboards and reports for senior management and the Board.
  • Oversee compliance efforts and conduct risk scenario analyses.
Training, Engagement, and Risk Culture
  • Develop risk training programs and facilitate engagement activities.
  • Foster a proactive risk culture through campaigns and communications.
Required Education and Experience
  • Bachelor’s degree in Business, Finance, Law, Risk Management, or related field.
  • Formal Risk Management certification.
  • 5-8 years’ experience in enterprise or operational risk management, preferably in healthcare or financial services/insurance.
  • Project or program management experience.
  • Experience supporting risk appetite and influencing leadership.
Knowledge, Skills, and Abilities
  • Strong knowledge of risk management regulations and best practices.
  • Analytical, problem-solving, and stakeholder engagement skills.
  • Excellent communication skills for reporting to executives and boards.
  • Business acumen and ability to relate risks to strategy.
  • Practical judgment and proficiency in Excel.
