Job summary

The Vancouver Fraser Port Authority is seeking a Manager, RBT2 Program Integration to lead the integration of multi-disciplinary workstreams within the RBT2 program. You will report to the President, RBT2, and collaborate with workstream managers and project directors to ensure transparent identification and management of cross-workstream dependencies.

• Experience with multi-year major construction projects over $100 million and diverse governance models.

Responsibilities

• Lead the development, implementation, and maintenance of integrated program management deliverables (schedules, risk registers, charters, execution plans).
• Develop and implement program integration and governance processes coordinating multiple workstreams.
• Create and maintain integrated program schedules, look-ahead plans, and reporting frameworks.
• Monitor program performance against baselines and report to governance bodies.
• Lead program-level risk management including identification, assessment, and mitigation of risks across interfaces.
• Oversee schedule control and change management ensuring auditable alignment with objectives.
• Build relationships with consultants, proponents, project partners, stakeholders, and other parties.
• Support the President by mitigating tactical uncertainties affecting procurement, progression, or outcomes.

The Manager, RBT2 Program Integration, is responsible for providing leadership to the integration of the complex multi-disciplinary workstreams and sub-projects within the RBT2 program. Reporting to the President, RBT2, the position works collaboratively with workstream managers and project directors to ensure transparent identification, communication and successful management of cross-workstream interdependencies. This includes leading the development of integrated execution plans, with particular emphasis on schedule and risk management, and monitoring and reporting on program performance relative to approved baselines, to enable proactive planning and allocation of resources in support of advancing the program.

What Success Looks Like

• Lead the development, implementation, and maintenance of integrated program management deliverables, including schedules, risk registers, charters, execution plans, decision logs, and governance reporting plans.
• Develop and implement program integration and governance processes that align and coordinate multiple workstreams and sub-projects.
• Create and maintain integrated program schedules, look-ahead plans, and reporting frameworks to support approvals, decision-making, and program execution.
• Monitor program performance against approved baselines and provide regular reporting, analysis, and recommendations to governance bodies.
• Lead program-level risk management activities, including identifying, assessing, documenting, and mitigating risks across all workstreams and interfaces.
• Oversee schedule control and change management processes, ensuring updates are coordinated, auditable, and aligned with program objectives.
• Build and maintain productive relationships with consultants, proponents, project partners, stakeholders, and other parties involved in program delivery.
• Support the RBT2 President by identifying and mitigating tactical uncertainties that could impact procurement implementation, project advancement, or program outcomes.
• Review and coordinate contractual obligations, dependencies, and interfaces across interconnected agreements to support effective contract administration and delivery.
• Drive continuous improvement through the development of best practices, processes, procedures, tools, and templates while providing regular progress updates and addressing barriers to achieving objectives.

Qualifications

• Must have an appropriate university degree along with a minimum of five years of related progressively senior level leadership experience in project management on major infrastructure projects.
• Preference for candidates with more than 10 years of progressive experience.
• Considerable experience with collaborative integration of multi-disciplinary workstreams, monitoring and controlling performance relative to approved baselines and governance status reporting; or an acceptable combination of education and experience.
• Considerable experience with multi-year major construction projects of over $100 million, integrating complex construction projects across diverse governance models including all levels of government, corporate boards, Indigenous groups, and industry stakeholders.
