The Manager, Property Standards, Investigations & Enforcement is responsible for providing strategic leadership in the development, design, and delivery of programs related to property standards compliance. The ideal candidate will bring a strong background in regulatory frameworks, licensing requirements, and enforcement procedures, along with demonstrated experience in leading complex investigations and advancing operational effectiveness within a municipal or regulatory environment.
Duties and Responsibilities
Strategic Leadership (25%)
- Demonstrated ability to lead and manage teams, providing clear direction and fostering a collaborative work environment.
- Excellent communication, mentoring, and coaching skills to support the development and performance of team members.
- Provide strategic advice to senior leadership on compliance and enforcement initiatives and operational challenges.
- Support the Director, Enforcement with briefings on key initiatives requiring approval.
- Develop program strategy, methodology, and frameworks that align with Mississauga’s regulatory mandate.
- Lead the creation of operational policies and business planning, including supporting the drafting of new bylaws and updating existing ones.
- Oversee benchmarking with other jurisdictions and interdepartmental collaboration to ensure enforcement best practices.
Regulatory Enforcement & Investigations Expertise (25%)
- Oversee enforcement efforts related to property standards, zoning, licensing, and public safety regulations and by-laws.
- Extensive knowledge of the City's by-laws, the Ontario Building Code, Planning Act, Municipal Act, Provincial Offences Act, Criminal Code of Canada and other public safety regulations.
- Utilize subject matter expertise to interpret bylaws, enforcing and revising regulations with specialized judgment.
- Manage high-profile and contentious investigations, ensuring procedural fairness and proper legal documentation.
- Work collaboratively with Legal and enforcement agencies to conduct risk analysis for deliverables impacting program commitments.
- Ensure adherence to legislative requirements and municipal governance policies for enforcement operations.
- Lead the development and maintenance of compliance policies, procedures, and standards to ensure adherence to relevant laws, regulations, and licensing requirements.
- Monitor and assess changes in legislation, regulations, and industry standards to ensure timely adaptation of company processes.
- Conduct regular audits and assessments to identify compliance risks and develop mitigation strategies.
- In-depth understanding of relevant by-laws, industry standards, and licensing requirements.
- Proven experience navigating complex regulatory landscapes and staying informed of evolving legal and compliance requirements.
- Strong analytical skills with the ability to identify, assess, and mitigate compliance and licensing risks.

Operational Oversight & Resource Management (25%)
- Lead and mentor a team of Municipal Law Enforcement Officers and other regulatory staff, providing guidance and support in the execution of compliance activities.
- Collaborate with cross-functional teams, including legal, risk, and operations, to ensure alignment on regulatory requirements and compliance objectives.
- Develop strong relationships with key stakeholders, including regulators, industry groups, and other external parties.
- Provide regular reports to senior management on the status of compliance, licensing activities, and enforcement actions.
- Advise leadership on risk management strategies and recommend changes to policies and processes to address emerging risks.
- Develop and implement effective tracking and monitoring systems for compliance activities.
- Manage the sections operational strategy, identifying solutions to emerging enforcement challenges.
- Provide business guidance to Supervisors, and enforcement teams, ensuring efficient resource deployment.
- Oversee the development and execution of the sections Annual Report, detailing caseload trends, enforcement outcomes, financial reporting, and legislative enforcement results.
- Prepare and manage the sections budget, working closely with Finance to implement, forecast, and track financial inputs.
Stakeholder Engagement & Political Awareness (25%)
- Work closely with elected officials to manage complex and contentious enforcement issues, demonstrating an understanding of the political environment.
- Represent the section at General Committee and Council meetings, public forums, and enforcement-related discussions.
- Provide briefings, information notes, and strategic summaries to the Director on emerging compliance challenges.
- Exceptional communication skills, both written and verbal, with the ability to engage with senior executives, external regulators, and other stakeholders effectively.
- Skilled in preparing detailed reports, compliance documentation, and presentations for internal and external audiences.
- Demonstrate tact, diplomacy, and discretion in managing politically sensitive enforcement matters.
Skills and Qualifications
- 7+ years experience in the field of regulatory compliance
- Municipal / Government experience, law enforcement, working with other regulatory offices (police, CFIA, BIAs, etc.)
- University degree in a related field
- Experience in leading and managing teams in a highly fast-paced working environment
- Experience working with elected officials when dealing with complex and/or contentious issues, demonstrating an understanding of the political environment
- Proven track record of displaying sound judgement and tact in public forums, excellent problem solving and conflict resolution skills
- Has formed, developed and led highly effective, professional, motivated and engaged and collaborative teams
- Outstanding skills in influence and persuasion and the ability to exercise diplomacy and discretion in all relationships and interactions
- Excellent presentation skills and ability to summarize to brief the Director on potential contentious issues prepare briefing notes, information notes and report on C&E issues and deliverables.
Hourly Rate/Salary:$ 114,677.00 - $ 152,905.00
