Horizon Recruitment Inc. is conducting a search for a Manager, Procurement and Contracts, Drilling and Exploration to assist our rapidly growing client with multiple assets under development.

This role is responsible for overseeing procurement, contracts and commercial activities related to a significant portfolio of greenfield projects.

The successful candidate will provide strategic leadership to the team, mitigating risks associated with the project, and managing the relationship with engineering, environmental and EPC firms responsible for advancing these projects.

Responsibilities:

  • Provide end-to-end procurement services of planning, strategy development, spend analysis, contracting plan, competition document formation, negotiation, award, conforming contracts and contract management
  • Preparing contracting strategies that properly allocate identified risks between our client and vendors to meet the objectives of the project team
  • Lead the team to execute highly complex competitive bid (RFx) processes that include:
  • Clearly defined scope of work, key evaluatives and decision factors, including procurement and project risk factors and probability of occurrence
  • Appropriate information to assess supplier capabilities, expertise, competencies and capacity
  • Complex and comprehensive Total Cost of Ownership models to optimize benefits and reduce total costs
  • Build and maintain working relationships with clients and stakeholders within the organization and lead cross-functional teams through the sourcing, negotiation and contract transitioning stages.
  • Track and monitor milestones to ensure deliverables are achieved as scheduled/on-time.
  • Provision of coaching/mentoring to procurement staff in the department.
  • Perform contract management duties for large construction contracts; including identifying contract issues and problems, working collaboratively with other departments and recommending corrective actions to ensure the proper resolution is achieved, and participating in meetings, as necessary to discuss contract issues/disputes.
  • Manages contract performance ensuring plans, metrics, and monitoring tools are in place to ensure quality, delivery, compliance to specifications, price, ethics and overall business conditions are met.
  • Manage supplier relationships.

Requirements:

  • Ten + years’ experience providing relevant procurement and contract management services to major projects within Canada.
  • Proven ability to work closely with sites, corporate leadership and investor relations teams.
  • Have worked in large scale major projects involving significant engineering, environmental, technical and safety components, complex procurement strategies and contract plans
  • Experience leading exploration and drilling programs on a global scale
  • Experience leading multi-discipline team in major project initiatives and working with large organizations
  • Demonstrated experience with Canadian contract and tender law, and all applicable Provincial and Federal Trade Agreements and regulations
  • Previous examples of successful delivery or complex, major construction projects
  • Proven Leadership and decision making skills.
  • Exemplary written and oral presentation skills

Remuneration:

  • Competitive benefits and bonus plan with target base salary of $180,000
